Model Policy for Oregon K-12 Schools: Tobacco-Free Environment
Oregon School Board Association (OSBA) have worked together to develop model tobacco-free policies for Oregon School Districts. OSBA has two sample policy versions: that contains policy elements that together make up a comprehensive tobacco prevention and education approach for schools. The American Lung Association of Oregon and the Oregon Tobacco Prevention and Education Program recommend that all school districts adopt this gold standard policy version.

AN UPDATE OF CHANGES IN THE 1990s
Prior to the 1990s, local school boards and the district voters determined the size of K-12 school district budgets. The majority of school funds were raised locally through property taxes, with the state providing less than 30% of operating funds. Operating expenditures per student varied widely, depending upon what each community considered appropriate funding for schools and that community's ability to raise revenue. Today the state income tax and, to a lesser degree, the lottery provide about 70% of the operating revenue for K-12 schools with the local property tax providing the bulk of the rest. The legislature distributes state funds using formulas that have largely erased the differences in resources among districts. For some districts this has meant increases in budgets. For others it has meant belt-tightening and cuts in programs. Oregon has 198 school districts enrolling about 541,350 students. Each district has its individual story of the impact of shifting demands and resources. This report relates the history of the shift in school funding from local to state control and the consequences for schools. It also describes some of the resources that school districts and individual schools use to supplement the funding levels set by the state. Finally, this report looks at how demands on schools have changed during the 1990s, focusing on the mandates of school reform.

Phone: 541-942-3381 South Lane School District serves the majority of students in south Lane County. The school district is located in Cottage Grove , which is approximately 20 miles south of Eugene. Cottage Grove has a population of approximately 8500. There are eleven schools; four K - 5, two PreK - 8, one middle school, one 9-12 alternative high school, one 9-12 comprehensive high school, and two Charter Schools. Elementary schools range in population from 100 to 500 students. Cottage Grove High School serves grades 9-12 with a population of approximately 900 students. Quality K-12 Public Education
MMT invested nearly $17 million in support of Quality K-12 Public Education between 2003 and 2010. The aim of this initiative is to improve the quality of Oregon's K-12 public schools and to close the achievement gap and raise graduation rates and college or work readiness for high school students across the state. This Initiative funds two major projects: Oregon Small Schools Initiative and Chalkboard Project.
Oregon Small Schools Initiative
What The Oregon Small Schools Initiative is a seven-year, $28 million high school reform effort funded by MMT and the . The initiative seeks to raise academic standards, close the achievement gap and improve graduation rates through "rigor, relevance and relationships" in autonomous high schools of not more than 400 students. Today, there are 32 small high schools in 11 communities throughout Oregon. Teachers in these schools team up to provide personalized learning environments and innovative instructional strategies that enable every student to succeed. OSSI is the largest high school reform demonstration project in Oregon history. Why Over the past two decades, Oregon students have made significant achievement gains in the lower grades, but improving high school achievement has been particularly challenging.

Oregonian Still, as Miller writes, going green but not pursuing LEED amounts to a kind of honor system. Should Oregon be requiring its public K-12 schools to earn certification?
"School boards cite cost as the main reason they haven't pushed for such schools," Miller writes. "But there appears to be a move by some districts to build green without the expense and perceived hassle of meeting national standards. Green is a nebulous term, they say, and they don't need a certificate to prove their new schools were built to be sustainable."
Miller does, however, delve into the issue of whether LEED certification sometimes steers design and contruction toward decisions that have less to do with the efficiency of the school. "For example, LEED requires contractors to recycle their construction debris and use wood from certified forests," she writes. "It's a holistic approach. School districts that don't pursue LEED may skip those requirements and put the money into the building to enhance its energy efficiency or improve its comfort." Again, though, a school could conceivably use these arguments that embracing LEED isn't necessary because you can be just as green or greener within school walls than without it, but then abandon a lot of the efficiency measures with "value enginering" (an industry euphamism for cost cutting) when no one is looking.
