Global Organized Crime The Russian Mafiya The Russian Mafiya has emerged to become among the largest networks of organized crime in the world. It feeds off the political and economic transitions taking place in Russia, undermining objectives of national reform policies. A gray area between criminal and legal business activity has allowed Mafiya groups to penetrate most areas of the Russian economy and has provided them with a disproportionate amount of influence. Between 5,000 and 6,000 gangs operate within the boundaries of Russia, including several hundred organizations whose activities span the territory of the Commonwealth of Independent States, Central and Western Europe and the United States. These transnational groups are regarded as very sophisticated and are believed to be operating in approximately 29 countries. What makes the Russian Mafiya unique is its infiltration of key sections of the government bureaucracy. According to government investigators, more than half of the country's criminal groups have ties to the government. A number of Mafiya organizations are fronts for the former Soviet party elites the "nomenklatura capitalists" who have engaged in illegal activities, including bank fraud, to become wealthy monopoly owners. Further, throughout 1993 successive corruption scandals paralyzed the Yeltsin government; senior commanders of the Red Army were caught in smuggling rings while cabinet ministers and police officials were discovered working for shady commercial firms.

As it became known to the Prime Crime News Agency , on May 16 officers of the Criminal Search Department of Gocha Maysuradze, more known in the criminal world as Gogita. During his personal search more than 2 g of heroin were found and confiscated.
Before moving to Stavropol , Maysuradze dwelled in Moscow . In March 1998 he was detained in the capital under suspicion of robbery. Four months later Maysuradze was sentenced to 3 years imprisonment by the Koptevskiy district court; however, subsequently the first sentence of the court was abolished by the decision of Moscow city court, and his case was sent for further investigation. In January 1999 Gogita was released as the period of imprisonment was over.
Experienced officers indicate that Gocha Maysuradze appears to be a mafia boss of medium importance and thus he is not of any special interest for the Police and does not influence major processes within criminal world due to his long-standing narcotic dependence. For the same reason Gogita executes much less authority than such mafia bosses as Gadzha and Leva.
Since the beginning of the year Gocha Maysuradze became the second important person in mafia world after Armen Kanevskoy as the latter was imprisoned and sentenced in the South Federal Region.

On 26 th June 1999, The Centre for Criminology held its first seminar on Organized Crime and the 21 st Century . The purpose of the seminar was to bring together practitioners, researchers and other interested parties to discuss the trends and potential directions in organized crime in the HKSAR and neighboring areas as we move into the next millineum. A number of experts presented their research findings and practical knowledge about organized crime trends in Hong Kong, Macau, China and Russia. The seminar concluded with a panel discussion on the overall patterns and the legal issues of addressing organized crime. These proceedings include the presentations of each of the speakers. I would like to acknowledge several people who contributed to making the seminar a success including Mr. David Hodson who was the co-organizer of the seminar and co-editor of the proceedings. Special thanks also to those who helped with the administration of the seminar: Mr. Lau Wing Yat, Davy; Chong Wai Kei, Simon; Kwok Suk Wai, Francisca; Chuek Siu Man, Maggie; and George, Omana. Teresa Mora provided editorial assistance. The Centre for Criminology also appreciated the co-sponsorship of SPACE, University of Hong Kong. Yesterday the defense made their opening arguments to the jury in the racketeering trial against reputed Chicago Outfit capo Michael "The Large Guy" Sarno and four others involving the video poker racket and jewelry store heists, and "attorneys . . . attacked the prosecution case, bashing the credibility of many government witnesses as career criminals or corrupt cops" as reported by Andy Grimm for the Chicago Tribune . The defense attacks are perplexing. Who else but "career criminals and corrupt cops" would have first-hand knowledge of the alleged wrongdoings by the suspected crew? The so-called street cred of the government witnesses actually seems to bolster the prosecution.
