Contributed by: Don Winner Editor's Comment: Part Two - PRD Wabbit Hunt: Part two is to actively pursue corruption on the part of former PRD government officials anywhere it's found. Martinelli knows the people with the best name recognition are the most likely presidential candidates in 2014, so if all of those guys are either in jail or answering questions about graft, corruption, and embezzlement, then they won't make very effective PRD candidates in the future. This strategy also has the added ingredient of constantly reminding the members of his own administration that they will (have to) prosecute them as well if they get caught doing anything. And there are still plenty of PRD faithful working in the ranks to blow the whistles. Part Three - Spend The Money: Part three is to spend the money in a responsible manner to improve the lives of the poorest Panamanians. Expect to see the implementation of well planned and executed projects around the country at every level. I expect this is where they will have the most problems, because this is exactly where Martin Torrijos stumbled. They let thousands of contracts, but didn't have the right resources in place to oversee their implementation and execution. GOVERNMENT Panama is a representative democracy with three branches of government: executive and legislative branches elected by direct vote for 5-year terms, and an appointed judiciary. The judicial branch is organized under a nine-member Supreme Court (each judge is appointed for a 10-year term) and includes all tribunals and municipal courts. Four days of protests against government moves to privatize Panama's social security and medical attention plan, which have involved violent clashes with police, are rapidly moving toward an indefinite general strike, as Panama's Congress ignored a 10,000-person protest Wednesday night and voted up the privatization "reform" package in the first of two required debates. More than 240 workers and students have already been arrested, and scores injured as well. The social security system serves 75% of the Panamanian population. Rios has been pointing out that the "reforms" in Panama are part and parcel of what's going on in the United States and elsewhere, and for the same reason: the collapse of the world's financial system, and in recent days he had EIR 's Carlos Wesley on his daily radio show, "Christianity and Society," to brief the Panamanians on the LaRouche-led fight against privatization in the United States. The New York Times of May 26 obligingly argued the government's viewpoint, that "The social security system's reserves are inadequate for its future pension commitments, and the government needs pension reform to rein in a hefty budget deficit. Cleaning up public finances is key to Torrijos' ambitious plan to expand the country's interoceanic canal, whose locks are too small for a new generation of vast vessels."
