GOVERNMENT AND POLITICAL CONDITIONS
Paraguay's highly centralized government was fundamentally changed by the 1992 constitution, which provides for a division of powers. The president, popularly elected for a 5-year term, appoints a cabinet. The bicameral Congress consists of an 80-member Chamber of Deputies and a 45-member Senate, elected concurrently with the president through a proportional representation system. Deputies are elected by department and senators are elected nationwide. Paraguay's highest judicial body is the Supreme Court. A popularly elected governor heads each of Paraguay?s 17 departments.

      History
      After World War II, politics became particularly unstable. Alfredo Stroessner was dictator from 1954 until 1989, during which he was accused of the torture and murder of thousands of political opponents. Despite Paraguay's human rights record, the U.S. continuously supported Stroessner. Stroessner was overthrown by army leader Gen. Andres Rodriguez in 1989. Rodriguez went on to win Paraguay's first multicandidate election in decades. Paraguay's new constitution went into effect in 1992. In 1993, Juan Carlos Wasmosy, a wealthy businessman and the candidate of the governing Colorado Party, won a five-year term in free elections.

    Paraguay Table of Contents Stroessner's enduring power was based on the twin pillars of the armed forces and the Colorado Party. The formerfrom which he emerged and in which he maintained positions as commander in chief of the armed forces and commander in chief of the armyprovided the institutional base for order and stability. The latter, of which he wrested control in the mid-1950s, furnished the links with large sectors of society, provided for mobilization and support, and allowed him to legitimate his rule through periodic elections. The overall system, based on these two institutional pillars, functioned through a combination of coercion and cooptation involving a relatively small sector of the population in the slightly industrialized and partly modernized country. In addition to the external isolation and foreign pressure, there were important internal pressures for a transition. After very high rates of economic growth in the 1970s, Paraguay's economy stagnated in the 1980s. In addition, the external debt nearly doubled during the same period. Within Paraguay the major opposition political parties, which had formed a National Accord (Acuerdo Nacional) in 1979, began to promote public demonstrations in April 1986. This growing, heterogeneous movement was joined in its opposition by other organizations and movements, including the Roman Catholic Church and sectors of business, labor, and university students.

Carlos A. Lopez Dose, has announced a dramatically innovative initiative to form a shared-management partnership with British conservation charity the World Land Trust. This remarkable management handover will protect 2,500,000 acres of endangered forests mostly in the northern Chaco of Paraguay and is testament to the World Land Trust's ability to expertly manage projects overseas with tact and diplomacy. In 2005 the World Land Trust formed a partnership with Guyra Paraguay, one of Paraguay's foremost conservation NGOs and immediately embarked on a programme of land purchase to create a network of private nature reserves. Most of the land outside of Paraguay's National parks is privately owned, and the remaining forests are seriously threatened by the rapid expansion of agriculture, which in recent years has been driven by the demand for soya and biofuels. The World Land Trust's partnership with Guyra Paraguay has proved incredibly successful and to date and WLT has provided US$725,000 for land purchase in Paraguay. This has resulted in Guyra Paraguay now owning and protecting reserves in the Atlantic Rainforests and grasslands of southern Paraguay, 70,000 acres of wetlands in the north east and over 10,000 acres of dry Chaco. It is a direct result of these activities that the Government of Paraguay has recognized the importance of wildlife heritage and has approached Guyra Paraguay and the World Land Trust to sign a shared management agreement to protect what is believed to be one of the largest protected areas to be managed by NGOs anywhere in the world. The World Land Trust's principal role is raising the funds for land purchase to enable the purchase of key tracts of land to strategically compliment the 2,500,000 acres and to raise additional funds for its protection.
