The bill before me today does not go far enough to protect patient choice, restrict fee-splitting practices, and limit self referrals within the health care industry. Senate Bill 2635 also incents medical professionals to increase the volume of services provided...I cannot approve a measure that promises to raise health care costs in Illinois.” This veto comes just after the Medicare Payment Advisory Commission (MedPAC) released its report to Congress where it concluded that physicians with a financial interest in ancillary services such as physical therapy and diagnostic imaging are more likely to overutilize such services. MedPAC identified a national policy change that would limit physicians from referring patients for these services to facilities in which the physicians have a financial interest.
