Will Profiling Make a Difference?
By THE EDITORS Justin Lane/European Press Agency Travelers at a checkpoint at Newark Liberty Airport in New Jersey, on Monday. Philip Baum, a London-based aviation security expert, argues that profiling based on an analysis of the appearance, behavior, itinerary and passport of a passenger can be effective. Related The Obama administration has announced that it will subject citizens of 14 countries , including Pakistan, Saudi Arabia and Yemen, to intensive screening when flying to the United States (the rule will also apply to those passing through those countries). This means treating people differently depending on where they come from or what passports they hold.

Cougaar is a Java-based architecture for the construction of highly scalable distributed agent-based applications. It is the product of a multi-year DARPA research project to develop an open-source agent-based architecture that supports applications ranging from small-scale systems to large-scale highly-survivable distributed systems. The following figure shows the basic Cougaar agent-based design, where nodes (JVMs) contain agents. Agents in turn contain "plugin" components that interact to define that agent's behavior. Node-level services, such as the inter-agent message transport, are advertised by pluggable infrastructure components. The entire infrastructure is component-based.     "Profiler," a popular 1990s TV show, centered around a detective with the Violent Crimes Task Force.
    As the stars of true-crime documentaries, TV series and Hollywood thrillers, criminal profiler­s have one of the best-known law enforcement jobs in the world. Basic profiling identifying the perpetrator of a crime based on an analysis of crime and the way it was committed is a common investigative tool. But some fear that police departments have taken profiling too far, harassing or even arresting people because of certain characteristics they might have in common with criminals or worse yet, because of their skin color. Others argue that in an age of terrorism and violent crime, we can't afford not to examine people based on crime patterns, even if that means suspicion based on race.     Abstract:
    The findings provide several reliable results: the most visible is the effectiveness of the system as a whole – from its foundation and in spite of ongoing threats, terrorists or any other aggressors have not succeed to hijack an Israeli airplane; none of the attacks had begun in Israeli airport; and the number of casualties is extremely low in any scale. However, the effectiveness of the racial profiling component per se is relatively very low. In addition, the demographic features of the aggressor are evident – the typical aggressor is a terrorist, member in a terror organization, man, young, Muslim-Arab and in most cases Palestinian. However, the findings do not indicate that the Israeli Arabs citizens were at any rate involved in air terrorism, albeit they are usually considered as a high-risk group in the airport procedures.
    Although the issue of racial profiling is so important in aviation counter terrorism, it is hard to find comprehensive empirical research addressing the efficiency of this method. The current research is quite original and addresses this gap in the literature. Furthermore, Israel isn't the only state who uses racial profiling as aviation counter terrorism; hence, we argue that our research is applicable for many countries that use similar security procedure.

      Profiling
    Criminal profiling provides investigators with a personality "snapshot" or typology which can aid in a suspect's identification and apprehension. Violent or aberrant crime scenes provide a wide spectrum of forensic evidence.
