The problem of racism is not specifically an American problem, though Americans have made it into an important political and social issue as they have tried to find a way to eliminate racism from their society. Racism occurs whenever there is a dominant racial group that uses its position to discriminate against a minority racial group on the basis of racial characteristics. Traditionally, discrimination has been seen as a creature of prejudice, and until the late 1960s the dominant perspective among social science analysts of discrimination was that prejudice and intolerance were the causes of discriminatory actions. Other observers have focused on individual racists and have seen the problem as the individual motivated by hatred of a given "outgroup." Still others consider the issue in terms of patterns of segregation and community practices. Racism in the United States has been related to the issue of slavery, since the blacks in American society are nearly all descended from slaves brought to this country beginning at the end of the seventeenth century and only freed from slavery at the end of the nineteenth century. Racism involves more than relations between Blacks and Whites, but that is probably the form that is most common in this society. Many Americans probably believe that the problem of racism has been virtually eliminated from American life, though there is ample evidence to the contrary. (New York, July 28, 2001) Human Rights Watch is addressing the World Conference Against Racism, Racial Discrimination, Xenophobia and Related Intolerance in five principal areas:
Caste Discrimination
More than 250 million people worldwide suffer under a hidden apartheid of segregation, modern-day slavery, and other extreme forms of discrimination because they were born into a marginalized caste. Caste discrimination has been a shameful secret for too long-and some of the governments which most need to fight caste discrimination have been the most strident in demanding this issue be excluded from the World Conference.
  • The World Conference should recognize that caste-based discrimination blights the lives of hundreds of millions-and that international programs are required to remedy its consequences and to establish practical measures to facilitate its abolition.

Mouvement contre le racisme et pour l'amitié entre les peuples
Né dans la clandestinité et la résistance au nazisme et au fascisme, le MRAP a été créé en 1949, à l’initiative d’anciens résistants et déportés. Il n’a cessé de combattre toutes les formes de racisme, d’agir pour l’amitié entre les peuples et pour l’égalité des droits entre tous les êtres humains. Les luttes historiques du MRAP : contre l’antisémitisme, contre l’apartheid en Afrique du Sud, contre la ségrégation et pour le droit des minorités aux Etats-Unis, contre le colonialisme et ses implications racistes, contre le racisme à l'égard des Tsiganes et des immigrés, pour la régularisation de tous les sans-papiers et fermeture des centres de rétention. Le MRAP est à l’origine de la loi du 1er juillet 1972 qui fait du racisme non pas une opinion mais un délit.

Created in may 1992 after rioting scarred Los Angeles, Belmont Against Racism (BAR) is a community-action, all-volunteer organization addressing issues of racism and prejudice by following the slogan, think globally, act locally . We focus on fostering awareness and educating the community about exclusionary practices, creating a welcoming community for all, and increasing diversity throughout the town. While BAR, in its first decade, mostly focused on addressing racism, we have broadened our mission to include all problems of prejudice that impact our town and local community.
