Railroad Transportation A well known writer on railroad affairs said in 1861: "Thus in the last twenty-five years a thousand million of dollars has been spent in the construction of roads . . . . These rails give circulation to all the surplus capital that is created by labor within that circle. It is on this principle that may be explained the immense prosperity that has been seen to attend the enormous expenditure of railroads, particularly during the last ten years. The great advantage of railroads is that they practically diminish distances between places in proportion to the speed attained." The same writer says: "In New York the question of railroads had been early discussed. A publication of Col. Stevens of Hoboken, in 1812, advocated a railway instead of a canal to the lakes, but his proposition was opposed by Chancellor Livingston on grounds which indicate very odd ideas of the nature of the work." New York was the pioneer State in railroad enterprises, and while others were doubting, hesitating and discussing their practicability, railroad companies were being organized in every part of the State involving millions of dollars. Col. John Stevens who first suggested and demonstrated their practicability was a native of New York, though his experiment was in New Jersey. Hundreds of capitalists in every part of the State were ready to invest their money in what seemed to them a safe and sure enterprise, which would yield satisfactory returns. During the first twenty-five years-from 1830 to 1855 there were, in addition to the roads which proved successful, or partially so, ONE HUNDRED AND TWENTY-FIVE COMPANIES organized which never laid a rail.

The inability of the railroads and the public to get along together amicably furnishes another interesting and possibly no less important phase.
The importance of the railroads can be better grasped if their magnitude is appreciated. For instance, the federal government spends annually for interest, debt retirement, expansion, administration, and operation a shade under four billion dollars. The people, through the payment of their tax bills, furnish this sum. The railroads of the nation over a ten-year period prior to 1930 spent an annual average of more than six and a quarter billion dollars for interest, debt retirement, expansion, administration and operation. During this period, the people paid an average annual rail transportation bill of a little over six billion dollars. The railroads borrowed the difference on the hope of a fair return held out to them by the Transportation Act of 1920 (Nelson).

Related articles Labor productivity, as measured by output per employee hour, experienced substantial growth in railroad transportation between 1958 and 1989, averaging 5.2 percent per year.(1) Output increased 1.0 percent per year and employee hours dropped 4.0 percent annually. Annual productivity growth in this industry was considerably greater than the annual growth rate in the private business sector, which averaged 1.4 percent annually in the same period. Changes in output per employee hour reflect a wide range of influences, including changes in technology, composition and skills of the work force, organization of production, and the amount of capital per employee hour and intermediate purchases per employee hour. Labor productivity should not be interpreted as solely representing labor's contribution to production. The multifactor productivity measure of railroad transportation presented in this article is intended as an extension of a labor productivity measure that the Bureau has published for many years.(2) The multifactor productivity measure of railroad transportation relates output to the combined inputs of labor, capital, and intermediate purchases. It reflects many of the same influences as the labor productivity measure, but because both capital and intermediate purchases are included as inputs, it does not reflect the effect of these influences on the productivity residual.
