While they do not suggest a complete overhaul of major institutions (Congress, Supreme Court, etc) or revision of the Constitution, the primary goal and major platform of the American Reform Party is aimed at reforming the way government functions in the lives of everyday people and how representatives handle their duties. One of the key objectives of the Reform Party in America is to put power back in the hands of everyday citizens and to this end, many of the changes they wish to make are related to making government more accessible to everyone. In describing the American Reform Party, one writer notes that the Reform party is committed to citizens who have been taken for granted and in some degree exploited (Suarez 2006). This commitment to marginalized people is not all-encompassing, however, as it is mostly referring to the working class. The Reform Party in America does not, for instance, condone immigration and thus their appeal to marginalized Americans only applies to those who are already citizens and most notably, those who are considered blue collar or lower middle class. This emphasis is seen by their goals of putting politics in plain language, protecting workers from lower wages brought about by immigrant labor, and their battles against corporate control.

Participating in Political Parties
The origins of political parties in the United States of American can be traced to the debates about the ratification of the Constitution. The Federalists, who supported ratification, and the Antifederalists, who opposed ratification, became the first two major political parties in the United States. The two major parties at the national level in the United States today are the Democratic and Republican Parties.
What Do Political Parties Do?
One of the most commonand practicaldefinitions of a political party is "a team of political office seekers." Securing elective office for its members is, in fact, one of the most important objectives of a political party. Toward this end, political parties actively recruit candidates to run for office, organize volunteers, hold party conventions and other meetings and raise and spend money to support the party and its candidates. Parties also represent the broad values or goals stated in their party platforms. While not all of the members of a party adhere to every "plank" in their party's platform, people who affiliate with a political party usually support most of the party's positionsat least more than they support the positions of the other party.

by Randall D. LLoyd Motor Voter had a number of assumptions at its core. Generally, however, the assumptions are based on faulty reasoning and, frequently, agenda-driven scientific studies. Somewhere, at sometime, someone realized that there was a high level of voting by people who are registered to vote. In addition, some individuals came to the conclusion that registration was a very difficult process, perhaps even more difficult than voting on election day. Since the goal was to increase voter turnout, the idea arose that if everyone were registered, then everyone would vote. These two assumptions led to a belief in the need for policies that require the process of voter registration to be extremely simple. Just what would be the policies, however? The shape that the Motor Voter law took was largely determined by two other concerns. The first concern was that poor people voted in disproportionately low numbers compared to their portion of the population. Further, a contingent of would-be policy makers suggested that registration requirements were largely to blame for the low turnout. The main intent of the Motor Voter law was to increase the dismally low turnout rates of Americans, particularly among the poor and minorities. social-welfare agencies.

Introduction
Regional stability and the possibility for exerting a strong positive influence in the region constitute the rationale for U.S. support of Montenegro's efforts. Montenegro occupies a unique position in efforts to foster peace and stability in Southeast Europe, serving as a platform for positive change in the Former Republic of Yugoslavia (FRY). Since coming to power through free and fair elections, the government of President Milo Djukanovic has actively criticized the government of Slobodan Milosevic, including Serbias military action in Kosovo, identifying with U.S. goals for peace, democracy and economic prosperity in the region. President Djukanovic has moved rapidly to adopt critical economic reforms, and introduce democratic institutions in Montenegro even though reform policies and an independent stance on Kosovo have resulted in rising tension with Serbia. The direction and speed with which Montenegro pursues reform objectives will influence political and economic development in Southeast Europe. However, Montenegros capacity to implement reform is extremely limited, and it will depend on the international community for support. USAID through the provision of urgently needed technical assistance, budget support, PL 480 Title II and Economic Support Funds is helping to bolster President Djukanovics efforts to align Montenegro with western nations and institutions by implementing reforms in the face of Serbias actions to subvert them.

Aliso Viejo, Calif. Ahmir Nezhad was bound for the University of California, Los Angeles when he heard about the brand new liberal arts college with a big dream. There, he was told, he could participate in a Buddhist-inspired experiment - attending a private university where learning to make money was less important than promoting world peace, students must travel abroad and everyone from the president to the janitor has the same size office. Nezhad thought it over and enrolled as part of the first freshman class at Soka University of America. The school opens this month. "A lot of people think I'm taking a risk, sacrificing something," said Nezhad, an 18-year-old from Diamond Bar. "I think I'm actually part of something." The $220 million campus has inviting architecture, lush landscaping and sweeping views from a hill overlooking this Orange County community 70 miles south of Los Angeles. Administrators hope the school one day will become a standard of higher education. "The spectacle of a liberal arts college in a private sector with its financial future assured is nothing less than astounding," said Christopher J. Lucas, author of "American Higher Education: A History." "It's a one-time, one-of-a-kind college."

Inter-Party Talks suspended without agreement
Talks between the three main political parties on measures to reform political party funding have been suspended, Sir Hayden Phillips, the Chairman of the Talks, announced today. In announcing the suspension of the talks Sir Hayden said: "The issue of how political parties are funded is one of considerable public importance, not just in terms of probity and propriety, but also in terms of helping to restore trust and confidence in the wider political system. "In my report on party funding published in late March I set out the principles upon which I believed an agreement on future reform could be reached. "On this basis, the three main parties agreed to enter into direct discussions with each other. These inter-party talks began in May under my chairmanship and there were four meetings held through the summer. In my view good progress was made. "I said at the outset of these talks that I believed that a consensus between the parties on future reform was both desirable and possible. Yet despite progress on a number of issues, it became clear at the fifth session of talks held today that the parties would not be able to arrive at an agreement on an overall package of reform at present.
