Primary branches Grand National Assembly, State Council, Council of Ministers, judicial system. Politics: Monopolized by Romanian Communist Party headed by General Secretary Ceausescu. Power concentrated in Political administrator Committee and its Permanent Bureau and in unique joint party-state agencies. Communists head all central government bodies and local people's councils. Romania is governed under the constitution of 1991 as revised. The president, who is the head of state, is elected by popular vote for a five-year term and is eligible for a second term. The government is headed by the prime minister, who is appointed by the president with the approval of the legislature; the cabinet is appointed by the prime minister.
