    "Native Americans have self-government rights. They manage their life by themselves. We still cannot do it. Elections for local administrations were canceled because the government wished to save money," said Tatiana Khetani, a member of the Magadan Association of the Indigenous Peoples of the North, who represented the Evenk people during a visit to the United States in June, 2002. Together with five others guests, Tatiana toured the Pacific Northwest and met with Native Americans and members of Canadian First Nations. The visitors learned and saw firsthand different issues faced by U.S. and Canadian indigenous peoples. They discussed with U.S. Native activists and tribal leaders strategies concerning rights, sovereignty, and natural resource control. The exchange was organized by the Oakland-based international environmental organization Pacific Environment. The visit also provided Russian indigenous leaders with a rare opportunity to share their own experiences in the Russian Far East and Siberia. Russian leaders spoke about the importance of environmental and resource rights problems.

    Russian indigenous leaders study satellite communication for remote northern communities
    Arendal 23 August 1999 The meetings are taking place Monday 23 August at GRID-Arendal, a UNEP office specialising in distributing environmental information about the Arctic, which is celebrating its tenth anniversary this week. GRID-Arendal has worked with RAIPON, the organisation of the Russian indigenous peoples in the North, for several years. On Tuesday 24 August the president and vice presidents of Indigenous peoples from Northern Russia (RAIPON) will discuss the potential of low earth orbit communication satellite systems to help them deal with many problems facing their communities at a meeting in Arendal. GRID-Arendal and the European Space Agency (ESA) will offer assistance to indigenous peoples in the north to enable them to take advantage of satellite communication services. The need for efficient and modern communication technology in isolated northern communities is considerable, and access to communication facilities can play a decisive role in improving the lives of northern people. GRID-Arendal and ESA will demonstrate a satellite communication system suitable for remote communities of only a few hundred people. Such modern communication facilities can be used to contact emergency services, increase contact among indigenous groups and tie them together, strengthen feelings of identity, increase economic prospects, and increase indigenous peoples' political participation in the democratisation of Russia.

    Goal 1.
    The Department will involve minority and low-income communities as we make environmental decisions and assure public access to our environmental information.
    What We Are Doing:
    BUREAU OF LAND MANAGEMENT (BLM):
    The BLM has established a National Native American Program Office, located in New Mexico, to coordinate policy and guidance for all BLM programs. BLM holds many public meetings and "town meetings" on special national issues such as range reform, mining reform, the forestry plan, minerals management, resource planning, disposal of sewage sludge and other specific local issues. Since August 1993, BLM has had a formal policy of identifying minority, tribal or low income populations that may be affected by the pending decision during the preliminary scoping under NEPA, and to assess the impacts on them, and to involve them in our public participation processes. BLM also complies with the requirements under the American Indian Religious Freedom Act (AIRFA) and the National Historic Preservation Act (NHPA) that mandate public input from American Indian Tribes when the Bureau's projects may affect Indian religious practices or sacred areas.

    The Alaska Native Knowledge Network (ANKN) website provides documentation related to the ways in which Native people acquire and utilize knowledge related to the ecological system in which they are situated. The Alaska Native Science Commission (ANSC) supports scientific research that enhances and perpetuates Alaska Native cultures and ensures the protection of indigenous cultures and intellectual property . The site offers guidelines for conduct of ethical research, sample agreements, community resource directories, and a section on climate change. One project of the ANSC is the Alaska Traditional Knowledge and Native Foods Database , a searchable database designed to document the observations of Alaska Native communities, including research-based knowledge of environmental changes. The Alaska Sea Otter and Stellar Sea Lion Commission (TASSC) aims to ensure and further Alaska Natives' role in sea otter and steller sea lion conservation, management, research, education, and artistic development. The Aleut International Association (AIA) was formed in 1998, resulting in the first formal organization of Aleut people in over 178 years. The purpose of the organization is to protect the natural resources and the environment of the region surrounding the Aleut homelands, which is threatened today by the impact of the Russian economy, pollution, climate change and the commercial fishing fleets of several nations.
