Since the field is still relatively young compared to its sister fields of engineering, there is still much debate around what software engineering actually is, and if it conforms to the classical definition of engineering . The IEEE Computer Society 's Software Engineering Body of Knowledge defines "software engineering" as the application of a systematic, disciplined, quantifiable approach to the development, operation, and maintenance of software , and the study of these approaches; that is, the application of engineering to software.

Prior to the mid-1990s, software practitioners called themselves programmers or developers, regardless of their actual jobs. Many people prefer to call themselves software developer and programmer , because most widely agree what these terms mean, while software engineer is still being debated. A prominent computing scientist, E. W. Dijkstra , wrote in a paper that the coining of the term software engineer was not a useful term since it was an inappropriate analogy, "The existence of the mere term has been the base of a number of extremely shallow and false analogies, which just confuse the issue...Computers are such exceptional gadgets that there is good reason to assume that most analogies with other disciplines are too shallow to be of any positive value, are even so shallow that they are only confusing." The term programmer has often been used as a pejorative term to refer to those without the tools, skills, education, or ethics to write good quality software.
