SC State Housing lowers interest rates for all mortgage programs The South Carolina State Housing Finance and Development Authority (SC State Housing) has announced lower interest rates for its popular First-time Home Buyer Program. This time the agency has lowered rates across the board. Effective immediately, SC State Housing has rates at in Categories I, II, and III. All categories offer up to $5000 down payment assistance. The down payment loan is repayable for borrowers in Category I and forgivable in Categories II and III. Rates are subject to change with or without notice. Rates have also been lowered in the Palmetto Heroes program. The popular program, carries an all-time low interest rate of . Palmetto Heroes is intended for teachers, firefighters, law enforcement, administrative personnel in those professions, and first responder EMS and nurses.

Housing Supports - Section 8 Rental Assistance - South Carolina
The Section 8 Rental Assistance Program is funded by the U.S. Department of Housing and Urban Development (HUD). The program provides rent payment subsidy to eligible families or individuals to help them afford market rents and provides greater choice to low-income families in South Carolina. At present, this program operates in the following counties only: Clarendon, Colleton, Dorchester, Fairfield, Kershaw, Lee, and Lexington Counties. Participants may be individuals or families . Applicants must have a gross income below the current HUD program standard, with income limits based on family size and county of residence. Any person, 18 years or older, or a family with a yearly income lower than the amount set by HUD may be eligible. The following three types of applicants receive priority on the waiting list. All others are based on when they applied: Elderly (62 years or older) who are heads of household, or their spouse. Disabled persons (as defined by the Social Security Administration) who are heads of household, or their spouse.

Rural Housing Programs
Rural housing is a major part of the Rural Development mission area and is committed to assisting those families and individuals in South Carolina with their needs for decent, safe, sanitary, and affordable housing.
Section 502 Program-Insured: A single family housing direct loan program that provides opportunities for very low- and low-income families and individuals to purchase, construct or rehabilitate their own homes with a direct loan from Rural Development. The homeowner's monthly mortgage payment is based on their income. Section 502 Program-Guaranteed: The loan guarantee program provides guarantees to lenders. Lenders may approve loans up to 100 percent of the appraised value for moderate income applicants. An approved lender originates the loan and the agency will guarantee 90 percent of the mortgage. Guaranteed Rural Housing Loan Program Guide Section 504 Program-Insured Loans and Grants: The loan and grant program can assist qualified very low-income homeowners to make repairs to improve or modernize their home, to make their homes safer and sanitary or to remove health and safety hazards. Grants are available for repairs that remove health or safety hazards to qualified applicants 62 years of age or older.

The role of the South Carolina Homeless Coalition is to provide advocacy for homeless persons and affordable housing issues. The Coalition's leadership was instrumental in creating the South Carolina Blueprint to End Homelessness and other local plans designed to stop homelessness. The Coalition's website is currently under construction. The South Carolina Council on Homelessness is comprised of key leadership agencies that provide services and funds to homeless individuals, programs or organizations. The purpose of the council is to provide the leadership and cooperation necessary for an integrated approach to addressing the comprehensive needs of homeless individuals and families.
