      Special Education BA and MA degrees, a licensure program and minor are offered at five NMHU sites. Those sites are the main campus in Las Vegas, New Mexico; the Rio Rancho Center in Rio Rancho, New Mexico; the San Juan Center in Farmington, New Mexico; the Raton Center in Raton, NM and the Santa Fe Center in Santa Fe, New Mexico. All sites follow the same Program of Study and offer courses in the same sequence.

TREATMENT: There is no known treatment, however, certain types of jerky nystagmus (commonly Grade I types) show spontaneous improvement in childhood (up to age 10). This type may also be amenable to muscle surgery (essentially, a repositioning of muscles to take advantage of the point of least nystagmus, or position of relative rest). IMPLICATIONS: With the exception of brief experiences of oscillopsia, most individuals with nystagmus perceive objects as being stationary. It is believed that the brain is responsible for the perceptual adjustment. Educationally, children with nystagmus (who may tend to lose their place in beginning reading instruction) may be helped through the use of a typoscope (card with a rectangular hole, to view one word or line at a time) or an underliner (card or strip of paper to "underline" the line being read).     Services for children who have auditory or visual impairments may begin at birth. Services for students with other disabilities are initiated on their third birthday. A student must meet eligibility criteria in one of the following areas: auditory impairment, autism, emotional disturbance, learning disability, mental retardation, orthopedic impairment, other health impairment, speech/language impairment, traumatic brain injury or visual impairment. Parents are vital members of the Individualized Education Program (IEP) Committee, which develops an appropriate program of services for each student. Special Education
The history and development of education programs for children with disabilities in the United States closely parallels the struggle of other minority groups to establish their civil right to participate equally in public education, which provides the primary preparation for economic and social participation in society. As the U.S. Supreme Court stated in Brown v. Board of Education [Education] is a principal instrument awakening the child to cultural values, in preparing him for later training, and in helping him to adjust normally to his environment. It is doubtful that any child may reasonably be expected to succeed in life is he is denied the opportunity of an education. Children with disabilities' right to equal educational opportunities was established when Congress enacted The Education for All Handicapped Children Act (P.L. 94-142, later renamed the Individuals with Disabilities Education Act - (IDEA ) in 1975. Special Education Resources at DREDF The goal of DREDF's Children and Family Advocacy program is to preserve, strengthen and enforce the rights of children with disabilities. We use our long-established strategies of legal advocacy, public policy and legislative development, and training and education, toward that end.

Placements and individual support plans are determined through a Planning and Placement Team (PPT) meeting, a process that invites active participation from staff, parents, and students. To ensure that every student is provided with the necessary supports in the least restrictive environment (LRE) possible, the department offers a full continuum of support and assigns each student a case-manager. The Special Education Department also provides job-training, school-related counseling services, and post-graduation transition planning.
