    Island Culture
St. Lucia's Capital and largest city is Castries. The country is divided into 11 administrative quarters. This island nation is a parliamentary democracy and a full member of Great Britain's Commonwealth of Nations. They recognize England's Elizabeth II as their constitutional monarch who is represented on St. Lucia with a Governor-General. Actual control of the nation rests with an elected Prime Minister and the two bodies of Parliament, the House of Assembly and the Senate.
The official state language of St. Lucia is English. The island is a member of the Caribbean Community (CARICOM), a league of several Caribbean island nations united for trade and commerce purposes. The official currency of the community is the East Caribbean Dollar. St. Lucia is also a member of the Organisation of Eastern Caribbean States who come together for several economic and political purposes, along with aiding each other in times of natural disasters, such as hurricanes.
The Island of St. Lucia offers a culture rich with the backgrounds of many different peoples. African, French, and English influences are among the most prevalent. The island's secondary language, spoken by a majority of the populace, is the local Kreole dialect, a form of French Patois.

The culture has been influenced by African, French and English heritage. One of the secondary languages is Kreole, a form of French patois. Festivals
Saint Lucian cultural festivals include La Rose and La Marguerite, the one representing the Rosicrucian order, the other one representing Freemasonry, which can be clearly seen on a mural painted by Dunstan St. Omer, depicting the holy trinity of Osiris, Horus and Isis Traditionally, in common with other Caribbean countries, Saint Lucia held a carnival before Lent. In 1999, it was moved to mid-July in order to not to coincide with the much larger Trinidad and Tobago carnival, so as to attract more overseas visitors. Music and Dance
A popular folk dance is the Quadrille. As well as other Caribbean music genres such as soca, zouk and reggae, Saint Lucia has a strong indigenous folk music tradition. Each May since 1992, Saint Lucia has hosted an internationally-renowned Jazz Festival.

The Original Official Site of the St. Lucia Tourist Board St. Lucia is the sort of island that travellers to the Caribbean dream abouta small, lush tropical gem that is still relatively unknown. One of the Windward Islands of the Lesser Antilles, it is located midway down the Eastern Caribbean chain, between Martinique and St. Vincent, and north of Barbados. St. Lucia is only 27 miles long and 14 miles wide, with a shape that is said to resemble either a mango or an avocado (depending on your taste). The Atlantic Ocean kisses its eastern shore, while the beaches of the west coast owe their beauty to the calm Caribbean Sea. In natural beauty, St. Lucia seems like an island plucked from the South Pacific and set down in the Caribbean. Its dramatic twin coastal peaks, the Pitons, soar 2,000 feet up from the sea, sheltering magnificent rain forests where wild orchids, giant ferns, and birds of paradise flourish. Brilliantly-plumed tropical birds abound, including endangered species like the indigenous St. Lucia parrot. The rainforest is broken only by verdant fields and orchards of banana, coconut, mango, and papaya trees. St. Lucia has been inhabited since long before colonial times, and its

Saint Lucia's History and Culture Since 1979 Saint Lucia has been a stable independent democracy within the British Commonwealth. But after a few days on the island you'll discover influences and nuances hinting at its colourful past. Saint Lucia was first inhabited by the peaceful Arawak Indians, but they were conquered by their old enemies, the fierce Caribs. Columbus navigator was the first European to discover Saint Lucia in 1499. Then the British came and in 1667 the French arrived. Saint Lucia was alternately British and French for the next 150 years, before it was finally ceded to the British in 1814. The war has left fortresses and relics behind. For example, Pigeon Island National Park and Fort Rodney. From the former British officers' mess, it is easy to imagine the cannons firing at French warships as they tried to slip past the fortified hilltop… You can also visit Morne Fortune, a site of a key battle, and Marigot Bay, once a vital wartime base and now a beautiful yacht haven. Diamond Falls and Mineral Baths, built by the French king, Louis XVI, to refresh and heal his troops stationed on Saint Lucia, are fascinating. As is historic Soufriere, the old French capital.

St. Lucia's Creole core: language and culture play a key role in this Caribbean nation's struggle for a new path to economic development.
Many a memorable introduction to another culture comes by way of its favorite foods, and on the Windward Caribbean island of St. Lucia, there's no better time to become culinarily acquainted than at a festival known as Jounen Kweyol, or Creole Day. Held on the last Sunday of October, this annual party signals the end of Creole Heritage Month, a salute to the country's cultural identity, and indulging in traditional homemade delicacies is just one of its pleasures.
Every year, Heritage Month's Creole-inspired entertainment, educational fundraising activities, food fairs, athletic events, and popular culture queen competition are hosted by four villages (last year's venues included Arise La Raye and Laborie on the island's west coast), where by noon on Jounen Kweyol, dozens of canopied kiosks have geared up for the arrival of hungry tourists and island families, many fresh from special Creole-language Catholic masses. These itinerant kitchens are presided over by imposing female chefs dressed in traditional white blouses with crisp headdresses and flounced skirts of orange, yellow, and green madras fabric. Among the array of esteemed local favorites are

St. Lucia’s Feast of La Marguerite
The Feast of La Marguerite, one of two rival floral cultural festivals of St. Lucia, will be celebrated on October 17. (Its rival flower festival, the feast of La Rose, is celebrated on August 30, the feast of St. Rosa de Lima.)  La Rose and La Marguerite are societies ostensibly based around the celebration of the rival virtues of the rose and the marguerite flowers. Membership in these rival societies includes most of the population of the island. Both groups are hierarchically structured with a king and a queen as head of the society and other dignitaries patterned upon the socio-economic structure of colonial society. There are also princes, princesses and other pseudo legal, military and professional personnel, including judges, policemen, nurses, soldiers. The element of role performance or masquerading is evident from this internal structure. For information on this year’s La Marguerite festival you can contact the Folk Research Centre Mt. Pleasant P.O. Box 514, Castries. Tel. 1-758-452-2279

The revolution that is Rootz Underground began in 2000 when the band members, whose lives had crossed paths sometime or another from childhood, linked their individual musical talents in search of forming one solid unit. Individually each had begun on a road of truth seeking, of naturalism, of reverence to the Most High. Collectively then, their union affirms an aim of bringing a JAH-inspired message to the masses. And the revolution continues... Though Rootz Underground has only just begun digging their 'rootz' in the industry, the band's old soul has already effortlessly enlisted a core of followers - some who already saw the world through like eyes and are glad to hear such sounds of social commentary and life/love lessons on stage; others, simply just converts. Whatever it may be, Rootz Underground is one of few of Jamaica's younger bands whose shows are almost always filled to capacity, whose fans will even cross the island to take in the positive vibrations.

Into the Mix Knowing the history of the Caribbean region goes a long way toward understanding its people. Each island has a unique cultural identity shaped by the European colonialists, the African heritage of slaves, and the enduring legacies of the native Indian tribes. This rich history and its lasting influence is set against a backdrop of crystal clear waters and perpetual sunshine. The Caribbean lifestyle is undoubtedly a product of its tropical setting. The music, architecture, attitudes and customs have all, in some way, been shaped by the physical landscape and climate. The cultures of the Caribbean countries are a blend of colonial mainstays and pervasive influences by major ethnic groups of the region such as East Indians and Africans. Barbados, a former British colony, retains enough British traditions to be called "Little England." Antigua, while offering a more laid-back attitude, still observes old British customs. On the other hand, Jamaica retains few of the colonial customs, relies heavily on pre-colonial heritage and is passionately self-sufficient. Jamaica also boasts a successful democracy and maintains a peaceful existence in the Caribbean. Its residents run the gamut from staid English aristocrats to vibrant Rastafarians.

Dana Augustin Friday, June 16, 2000 – Saint Lucia’s Queen of Culture, Marie Selipha "Sesenne" Descartes will receive a new home from the Government of Saint Lucia. That was the indication when family, friends, officials and students gathered for a sod turning ceremony at the site designated for the construction of the house for Sesenne in Patience, quarter of Micoud, on Thursday, June 15. Minister for Community Development, Culture, Local Government and Cooperatives the Honourable Damian Greaves turned the sod to symbolize the commencement of construction of the house, which designer Herald Nicolas, from the Ministry of Planning, estimated would begin within the next few weeks. From the ceremony at the housing site, located within walking distance of the Patience Combined School, the crowd retreated to the school where the "Queen of Culture" was majestically entertained and honoured with cultural melodies, skits and other presentations for her dedication to folk culture in Saint Lucia. Honourable Damian Greaves expressed, on behalf of the government and people of Saint Lucia, deep gratitude for her contribution to the island’s rich cultural heritage. "As part of our national cultural policy we have firmly embedded the recognition of our folk heroes, the development of communities and areas that showcase the contribution of our folk heroes," said Greaves.
