Collected from various states nationwide, such as Texas (Texas Assesment of Knowledge and Skills or TAKS), Californina (Standardized Testing and Reporting or STAR), Virginia

Dear Friend, On a beautiful late spring afternoon, this past year, a young woman received some devastating news. She had just gotten back her SOL test result. It was not what she had hoped for. In fact, it was not even close to her expectations despite her past experience and educational background. She had failed. Then she remembered her friends and felt even worse. Mr. Mark Christie, a member of the Virginia Board of Education, wrote an article for the fall 1999 issue of Virginia Issues and Answers ("Standards of Learning: Why Virginia's education reform is working," volume 6, number 2) in response to an earlier article of mine ("Are Virginia's public schools failing? Assessing the assessments," volume 6, number 1) that was critical of the Standards of Learning (SOL) assessments. Rather than address my criticisms of the SOL tests, Mr. Christie contends that what is more important about the SOL tests is not whether they are multiple-choice or some other format, whether they have more items or fewer, but the fact that they count, they have real, not sham, consequences [Emphasis in the original]. I cannot help but wonder if Mr. Christie, a lawyer, would embrace such a cavalier attitude about the Virginia Bar Examination or medical tests that also have real, not sham, consequences. Contrary to Mr. Christie's assertion, the more important the decisions to be made from tests, the more important it is to have confidence in the tests. Make no mistake about it, the SOL tests are being used to make important decisions about public schools and the children they serve, but the reliability and validity evidence cannot support the intended uses of the SOL test scores.

Freshmen Face New Degree of SOL Difficulty
The Loudon County Virginia public school system has decided to institute new testing measures. For the first time, scores from the Standards of Learning tests (SOL) which were instituted three years ago, will count for students in the ninth grade. Beginning with the Class of 2004, students must take an SOL test in each subject they complete during high school and pass at least six or they will be denied a high school diploma. There is concern on the part of some parents and educators that ninth graders have a difficult year of adjustments coping with the transition from junior to senior high such as more challenging homework and social anxieties. Additional emphasis on testing and their results may only add more stress. Parents as well as children will have to become comfortable with the importance of the tests, and some are not convinced that one test can fully measure their child's abilities. Science and math teachers county-wide are already consulting with one another to find teaching methods which will best increase success rates in their students.

Standards of Learning (SOL) Tests and Verified Units of Credit The Board of Education has established educational objectives known as the Standards of Learning, which form the core of Virginia's educational program, and other education objectives, which together are designed to ensure the development of the skills that are necessary for success in school and in preparation for life in the years beyond. The Botetourt County School Board has developed and implemented a program of instruction that is aligned to the Standards of Learning and that meets or exceeds the requirements of the Board of Education. In kindergarten through eighth grade, where Standards of Learning (SOL) tests are required by the Board of Education, each student is expected to take the SOL tests. Schools will use the SOL test results in kindergarten through eighth grade as part of a set of multiple criteria for determining the promotion or retention of students. Each student in middle and secondary school will take all applicable end-of-course SOL tests. Students who successfully complete the requirements of the course and achieve a passing score on an end-of-course SOL test will be awarded a verified unit of credit in that course. Students may earn verified credits in any courses for which end-of-course SOL tests are available. Middle and secondary schools may consider the student's end-of-course SOL test score in determining the student's final course grade.

Academic Talent Search 2010
The 2010-11 CTY Talent Search sponsored by the Johns Hopkins University Center for Talented Youth is in progress. The purpose of the Talent Search is to identify, assess, and recognize the academic abilities of highly able students in grades 2-8. To qualify for the Talent Search, a student must score in the 95th percentile or higher on a national test or at the highest levels of performance (such as advanced, distinguished, exceeds, honors) on the Standards of Learning tests (SOLs). Norton is centrally located in Wise County in the mountainous area of far southwest Virginia approximately one hour from the Tri-Cities, VA/TN Metropolitan Area. The city covers an area of 7.21 square miles and is situated at the junction of highways U.S. 23 and U.S. 58A. The diverse economy includes coal mining, light industry, retail sales, legal and medical professions, banking and schools. Norton City Schools is comprised of two schools, both of which are continuously updated. Both schools are air conditioned, have state of the art computer labs and offer a wide curricula for all learners. Both schools are accredited by the Southern Association of Colleges and Schools (SACS), and both schools have earned full accreditation status by passing the Virginia Standards of Learning tests (SOL's). Norton Elementary and Middle School was built in 1971 and currently houses 480 students in grades Pre-K through 7. The school features a science lab, two computer labs, and several computer mini labs throughout the building. A special needs Pre-K program was instituted in 2001. The primary playground was replaced during the summer of 2003, and a new cafeteria was added during the summer of 2005. Starting with the fall of 2009 the school opened with newly constructed office space, a new library and a new gymnasium. NEMS, one of only a few schools in Southwest Virginia, is in it's fifth year of implementing

A. ACHIEVEMENT ANALYSIS 1. Expected Levels of Achievement There is a relationship among school system effectiveness, the socioeconomic status of the community, and the educational levels of parents. Recent studies have suggested that early childhood experiences affect learning and development, with children from impoverished environments generally achieving at lower levels than those from more enriching situations. An article in the April 21, 1997, issue of US News and World Report , for example, supports the notion that improving social and family conditions, particularly in the early years, can enhance development. In the late 1970s, neuroscientists discovered that children have a rapid increase in brain connectivity early in development. The research of pediatric neurologists suggests that formation of synaptic contacts in the human cerebral cortex occurs between birth and age ten. In other words, most of the brain gets built after birth. (See Peter R. Huttenlocher and Arun S. Dabholkar, "Regional Differences in Synaptogenesis in Human Cerebral Cortex," The Journal of Comparative Neurology , 387:167-178 [October 20, 1997]). Higher intelligence is witnessed in individuals with more stimulation and protein in the early years of life. More recent documentation indicates that "age three seems more likely to mark only the beginning of a long developmental and maturational period during which environmental stimulation and experience do matter" (See John T. Fifth graders at Wolftrap continue to build on concepts learned in previous grades. Reading In reading, students are practicing and refining their reading strategies.  They will have many opportunities to read short non-fiction pieces, original source documents, classic literature, and contemporary novels.  There are several projects throughout the year that focus on all of the reading genres.  Students also celebrate reading by participating in quarterly Book Cafés, Book Talks, Battle of the Books, and Virginia Readers’ Choice Award book lists. Writing and Communication In 5 th grade, students write for a variety of purposes.  They will improve upon their understanding and skill in four basic writing styles: expository, narrative, descriptive, and persuasive.  Students also learn to write well-organized multiple paragraph essays.  Grammar, punctuation, and spelling are practiced in context through these different pieces of writing, as well as through Daily Language Review. Oral communication skills are developed through presentations and group discussions.

The special education process is often referred to as a maze and an ever changing system. If you have a child who may need Special Education services you will begin entering this maze and hopefully learn about the various steps to getting needed services.
