  • ad info The Associated Press updated 11/3/2006 8:29:03 PM ET The United Nations said Friday that hundreds of men identified by residents as "janjaweed" militia forces killed about 50 civilians in an attack this week on Darfur villages in the latest atrocity that can be linked to the Sudanese government. "At the very least, the attacks demonstrated the government of Sudan's continued failure to disarm militia in Darfur, and at worst its use of militia forces that target civilian populations," said a U.N. human rights report released in Geneva. The report, compiled by U.N. officials in Sudan and released by the U.N. High Commissioner for Human Rights, said the majority of those killed in the Oct. 29 attack were young boys and elderly men.

    President Numeri was one of very few Arab leaders to support President Sadat of Egypt´s initiative for peace with Israel in 1978. Sudan's close relations with Egypt were consolidated in 1982, when a "charter of integration" was signed.
    The first session of the joint "Nile Valley Parliament", created by the charter, was convened in 1983 with 60 Sudanese and 60 Egyptian members.
    Egypt has expressed concern at the perceived growth of Islamic "fundamentalism", and has accused Sudan of attempting to support Islamic revolution and to destabilize the region.
    Sudan and Egypt are also involved in a dispute over the Halaib border area, and in early 1992 relations deteriorated sharply following the announcement that Sudan had awarded a Canadian company a concession to explore for oil there.
    In May 1994 Sudan accused Egypt of establishing military posts on Sudanese territory, and at the end of the month the Sudanese Ministry of Foreign Affairs announced that Sudan wished to refer its dispute with Egypt to the International Court of Justice (ICJ) in The Hague, the Netherlands, for arbitration.
    On 26 June relations suffered a further, serious setback after the attempted assassination of President Mubarak of Egypt on his arrival in Addis Ababa to attend the annual conference of the OAU there. The Egyptian Government immediately accused Sudan of complicity in the attack, and the OAU made the same allegation in September.

    The 2005 CPA established a new Government of National Unity and the interim Government of Southern Sudan and called for wealth-sharing, power-sharing, and security arrangements between the two parties. The historic agreement provides for a ceasefire, withdrawal of troops from southern Sudan, and the repatriation and resettlement of refugees. It also stipulated that by the end of the fourth year of an interim period there would be elections at all levels, including for national and southern Sudan president, state governors, and national, southern Sudan, and state legislatures. These elections were held in April 2010. Implemented provisions of the CPA include the formation of the National Legislature, appointment of Cabinet members, establishment of the Government of Southern Sudan and the signing of the interim Southern Sudan Constitution, and the appointment of state governors and adoption of state constitutions. The electoral law paving the way for national elections was passed in July 2008, and elections were held at six levels in April 2010. Laws governing the Southern Sudan and Abyei referenda and the popular consultations in Southern Kordofan and Blue Nile were passed in December 2009, and the parties agreed in February 2010 to begin demarcation of the north-south border.

    Government: All administrator and legislative powers unconditional in Revolutionary Command Council for National Salvation (RCC-NS), fifteen-member body of military officers. RCC-NS chairman Lieutenant General Umar Hassan Ahmad al Bashir designated president of the republic and prime minister. RCC-NS appointed members of Council of Ministers, or cabinet, governors of states, and judges of courts. No plans for new elections announced as of mid-1991. Government's authority in southern one-third of Sudan limited to several towns in which military garrisons were based. Rest of south controlled by Sudanese People's Liberation Army (SPLA). Administrative Divisions: In 1991 RCC-NS decreed division of Sudan into nine states. Each state further subseparated into provinces and local government areas or districts. Justice: Court system consisted of civil and special courts. Civil courts required to apply Islamic law, or sharia, but also permitted to consider customary law in reaching decisions. Apex of civil judicial system was High Court of Appeal. Lower courts consisted of state courts of appeal and at local level, major courts and magistrate's courts. Special courts, under military jurisdiction, dealt with offenses affecting national security or involving official corruption. Politics: Although RCC-NS banned all political parties in 1989, it tolerated political activity by National Islamic Front (NIF), a coalition controlled by the Muslim Brotherhood. All other parties persecuted, and their leaders had reorganized abroad or in southern areas outside government control. Opposition parties tended to be sectarian. Umma Party and Democratic Unionist Party (DUP) described Muslim constituencies in northern Sudan; Sudanese People's Liberation Movement (SPLM) drew support from predominantly non-Muslim and non-Arab population of south.
