Tajikistan Government
Tajikistan government is parliamentary-ministerial in its structure. It was achieved through a peace treaty held in 1994 following widespread turmoil and protests from 1990 onwards for the formation of an independent state. Tajikistan was one of the last nations to get independence from the Soviet regime. It was in 1994, that the constitution was finally adopted and the state got its present governance system with supreme Assembly or the Majlisi Oli replacing the Supreme Soviet as the legislative house of the state.
Legislative
The president is vested with the highest legislative and executive power under Tajikistan government. He is the head of the state of Tajikistan and also the chairman of the Supreme Assembly, which is the legislative body of the state. The formation of the legislative body in the government of Tajikistan is bicameral in nature. The two bodies that look after the legislative are the Assembly of Representatives and the National Assembly. Members to these houses are elected through an electoral process where every Tajik citizen above 25 are allowed to vote.
Executive and Judiciary
The executive of the government in Tajikistan is formed by a Council of Ministers selected by the president with a nominal support from the Supreme Assembly. This comprises of the ministers in charge of the various departments and a group of deputy prime ministers. The president is vested with the responsibility to appoint the judge which looks after the judiciary of the state. The

Government: National government with nearly all administrative powers, centered in administrator branch (president and Council of Ministers, appointed by president). Head of government is prime minister. Supreme Assembly, unicameral parliament, with 181 deputies elected to five-year terms (first election 1995). separated into three provinces, one capital district (Dushanbe), and one autonomous province with dis-puted status. Judiciary with nominal freedom but no actual power to enforce rule of law. Politics: Essentially one-party system controlled by Communist Party of Tajikistan. In 1994 presidential election had only one nominal opposition candidate with similar platform. Several opposition parties formed around 1990 and determined events in early years of freedom, but all now operate from abroad. Substantial maneuvering for power among former communist elements within and outside current government. Foreign Relations: Strong economic and military reliance on Russia and other CIS countries. Introduction.
The Development Challenge.
An average per capita GDP of approximately $400 places Tajikistan firmly in the ranks of the world's least developed countries. Even during the Soviet era it was the poorest of the Soviet republics with a per capita GDP of $1,100. Its economy was based almost entirely on aluminum exports and a cotton monoculture. Social services were maintained at an artificially high level with subsidies from Moscow. The collapse of the Soviet Union, followed by the outbreak of civil war in May 1992, thus hit Tajikistan especially hard.
The civil war left at least 50,000 dead, displaced 700,000 within the country and resulted in an outflow of at least 75,000 refugees to Afghanistan. Many refugees subsequently returned to rebuild their homes, but the harsh economic consequences of the civil war continue to take their toll. Thousands of homes and hundreds of schools and medical units were destroyed. The war also left behind 55,000 orphans, 25,000 widows and a legacy of hatred and suspicion that makes reconstruction difficult.
Political consensus has yet to be achieved, despite cease fire agreements and continuing rounds of UN-mediated peace talks involving government and opposition groups. In addition, in early 1996 two groups of government supporters outside the capital rebelled in an effort to force personnel changes. The government quickly agreed to some changes in return for disarming the rebels. Nonetheless, the political situation remains fragile. Rule of law is rarely observed and violence at times seems endemic.
