    at tel: 202-458-5454, fax: 202-522-1500, email: pic@worldbank.org WASHINGTON, August 27, 1998 —The World Bank today approved a US$5 million equivalent (SDR 3.8 million) credit for an Emergency Flood Assistance Project credit to assist Tajikistan in its post-flood reconstruction efforts. The project will: (a) support the Tajikistan Government in the repair or reconstruction of essential infrastructure; (b) establish the conditions for economic growth in the rural areas affected by the floods; and (c) help reduce the risk of future damage. The project consists of the following components: The Transport Infrastructure component will provide for the repair or reconstruction of nine bridges and 270 kilometers of damaged roads in various regions, including the reconstruction of embankment protections to prevent future damage from floods or erosion.

    May 6, 2008 - 7:00pm Channeling the spirit of Joseph Stalin, officials in Tajikistan, Central Asia's poorest state, have asked residents in the capital Dushanbe to give up part of their salaries "voluntarily" to help finance construction of a hydropower plant. The fear of government reprisals is compelling many Tajiks to comply. Makhmadsaid Ubaidullayev, the speaker of the upper chamber of Tajikistan's parliament, as well as mayor of Dushanbe, first broached the idea of public contributions on April 29. He indicated that if every working individual in Dushanbe donated half of his/her salary for May and June, the state could raise roughly $10 million. Confident of a positive response, Ubaidullayev immediately instructed government agencies and state enterprises to withhold 50 percent of the salaries normally due employees. For many working outside the public sector, Ubaidullayev's request seemed absurd, given that government mismanagement is a major factor in the country's current socio-economic crisis. Still, few people are willing to risk non-compliance. Government institutions are believed to be keeping track of who contributes and who doesn't. Thus, many believe that those not obeying Ubaidullayev's informal directive, especially if they operate small- or medium-sized businesses, will pay a far higher price in the very near future, via audits by the tax inspectorate or other legal difficulties.

    January 13, 2004 - 7:00pm Prior to the imposition of the ban in late 2003, the two weeklies Ruzi Nav (New Day) and Nerui Sukhan (Power of the Word) – had been rapidly expanding circulation. Some observers attributed the rising readership to the fact that the weeklies printed articles on topics traditionally off-limits for Tajikistan's press. Such controversial topics include government corruption and inter-ethnic tension. Ruzi Nav's publication difficulties began last November, when the state printing house, Sharki Ozod, refused to handle the print run for the weekly, claiming that the newspaper's contract with the printer had expired. Ruzi Nav Editor-in-Chief Rajab Mirzo dismissed the allegation as "groundless." In December, tax officials banned the sale of Nerui Sukhan's year-end edition, saying the weekly had failed to follow regulations by not featuring the name of its printing house and size of its print run. Nerui Sukhan's editor, Mukhtor Bokizoda, said the information was omitted at the request of the printer, who wanted to avoid harassment for publishing the weekly.
