insuranceNEWS.com.au, 8 December 2008
General insurers have become de facto tax collectors for both state and federal governments, according to Zurich Australia CEO David Smith.
He told a media briefing last week that underinsurance is escalating and is especially prevalent among small and medium businesses (SMEs).
Governments impose a raft of taxes on insurance premiums that typically add around a third of the total cost of the premium, Mr. Smith said. That deters businesses from purchasing adequate insurance protection.
ICA research shows 26% of SMEs do not have any form of general insurance, rising to 40% for sole traders.

PRINT The U.S. Tax Code: A Primer The U.S. tax year runs on a calendar basis from January 1 to December 31. At the end of the tax year, employers/organizations are required to create a summary statement of how much money each employee earned or was given (i.e. scholarship, grant, fellowship), and how much tax was withheld during the tax year. The most common types of summary statements are:
  • W-2: for earned income, 1042 forms: for scholarships and other types of income, 1099 forms: for interest earned in bank or investment accounts.
The W-2 and 1099 forms must be issued by your employer, bank or other funding organization by January 31 and you will begin receiving them in February, although they may arrive earlier. By law the 1042 forms must be issued by March 15 and you should begin receiving this form shortly thereafter. It is then your responsibility to complete and file the correct income tax return forms. Tax return forms act as a balance sheet, comparing how much you earned, how much was withheld, and determining how much tax is owed. The result may be that an individual owes additional tax or, as is the case of most international students, the international student is owed a refund for having too much tax withheld. Completed income tax returns are mailed to the US Internal Revenue Service (IRS), the government agency charged with overseeing taxation, no later than April 15. In the event this date falls on a weekend or holiday, the deadline is the following business day. If and only if the only source of your income is reported on a 1042 and you have no wages reported on another document your filing deadline is June 15.

Home Contacts FAQs Calendar ... A-Z Index Property Tax Information General Information
Ad valorem tax, more commonly known as property tax. It is the largest source of revenue for local governments in Georgia. The basis for ad valorem taxation is the fair market value of the property, which is established as of January 1 of each year. The tax is levied on the assessed value of the property which, by state law, is established at 40% of fair market value less any exemptions. The amount of tax is determined by the tax rate (mill rate) levied by various entities (one mill is equal to $1.00 for each $1000 of assessed value, or .001).
Several distinct entities are involved in the ad valorem tax process:
The County Tax Commissioner , an office established by the Constitution and elected to all counties except two, is the official responsible for receiving tax returns filed by taxpayers or designating the board of tax assessors to receive them; receiving and processing applications for homestead exemption; serving as agent of the State Revenue Commissioner for the registration of motor vehicles; and performing all functions relating to billing, collecting, disbursing and accounting for ad valorem taxes collected in the county.
The County Board of Tax Assessors , appointed for fixed terms by the county commissioner(s) in all counties except one, is responsible for determining taxability; the appraisal assessment, and the equalization of all assessments within the county. It is the responsibility of the Assessor's office to ensure that all properties are assessed fairly and equitably. They notify taxpayers when changes are made to the value of the property; they receive an review all appeals files. And they insure that the appeal process proceeds properly. In addition, they approve all exemptions claimed by the taxpayer. Wayne County has five members on it's Board of Assessors.
