December 7, 2001 2001-R-0912 CONNECTICUT PARENT-TEACHER ORGANIZATIONS By: Jennifer Gelb, Research Attorney You asked (1) if Connecticut law recognizes parent-teacher organizations (PTO), (2) if so, whether it specifies their formation procedure, and (3) if Connecticut provides any protection for PTO directors, officers, or members against civil liability. PARENT-TEACHER ORGANIZATIONS Connecticut references parent-teacher organizations and parent-teacher associations interchangeably in its statutes, but they are actually very different. PTOs are school-based, and PTO decisions affect the students, parents, teachers, and staff of an individual school. Parent-teacher associations (PTA), by contrast, are not only part of an individual school, but are linked to the Connecticut PTA and the national PTA, which are child advocacy networks. A district schools may have some schools with PTOs and some with PTAs. The statutes mention PTOs and PTAs only in passing, and neither define them nor specify a manner for their creation. TCTA remembers traditions of the past
TCTA was founded in 1927, and in honor of this long history we wanted to highlight facets of our development as a strong, respected Texas education association, sprinkled with a few historical references to help put our history and achievements in perspective.
The umbrella organization, which had been in existence since the 1870s, was a loose affiliation of interest groups and associations including TCTA, Elementary School Principals and Supervisors (now TEPSA), the Parent-Teacher Association (PTA), the Texas State Physical Education Association (now TAHPERD), the State Teachers College, a Deans Association, High School Principals and Supervisors (now TASSP), the Interscholastic League, and a Superintendents section. TCTA dues were 50 cents at that time, and we had no publications, headquarters or staff. Twenty Texas cities were home to local CTAs, and volunteer leaders corresponded regularly about issues of interest and met on Thanksgiving Day (and the day following) each year. In an era when many school systems had no
