This article, from the National Advocates for Pregnant Women website, comes down squarely for the rights of women rather than for fetus' rights. Women and Pregnancy
The Drug Policy Alliance believes that illegal drug use during pregnancy is an issue best solved by health care professionals rather than law enforcement.

But young mums work hard to be good mums. Despite what the media tells us, they are more likely to be living in poverty, in poor housing and with less support than other women and children. Please discontinue sending me paper newsletters. Founded in 1908, and officially sponsored in 1941 by the Franciscan Sisters of the Sacred Heart, St. Anne's first opened its doors as a maternity hospital for pregnant, unwed, young mothers. At that time St. Anne's was regarded as a hiding place for young women to come in secrecy and to conceal their pregnancies from the community and their families.
Since these humble beginnings, St. Anne's has evolved into one of Southern California's most highly regarded social service agencies confronting the issues of teen pregnancy and parenting, strengthening families to become self-sufficient and independent. The incidence of physical, sexual and emotional abuse and homelessness among adolescents has increased dramatically, and St. Anne's is well-positioned to meet the need.

Welcome to notMYkid
The challenges kids and families face today are complex and have the potential to devastate lives and derail futures. It is extremely important to work together to protect the kids in our community. The average age a child will first try drugs is 13. Studies indicate that people who reach 21 without engaging in destructive behaviors are likely to never do so, which is why we passionately educate about current trends, warning signs and the long-term impact of destructive behaviors. We believe proactive prevention on the part of kids, families and communities is the answer to long-term success.
