Story Published: Sep 24, 2010 at 2:46 PM CST Story Updated: Sep 24, 2010 at 2:46 PM CST Agriculture Secretary Tom Vilsack today announced investments in 30 states that will create jobs by building and enhancing libraries in 129 rural communities across the nation. The projects are being funded through the American Recovery and Reinvestment Act (Recovery Act). "Libraries are the centerpiece of rural community life, but in many cases they need additional funding to provide rural residents with computer access, modern equipment and new training and educational opportunities," Vilsack said. "These Recovery Act investments in our nation's libraries will serve rural America for generations to come." Today's announcement includes funding for computer equipment to be installed in 70 rural Tennessee libraries, like the one serving the isolated Appalachian town of Sneedville. As with more than 80 percent of rural public libraries in Tennessee, that small library provides the only free public access to the Internet for a community of 6,700 people. These communities have some of the lowest rates of home Internet access and highest rates of unemployment in Tennessee.

Tennessee - Libraries and museums
Libraries and library associations were formed soon after Tennessee became a state. The Dickson Library at Charlotte was founded in 1811, and the Nashville Library Company in 1813. Not until 1854, however, was the first state-maintained library established. Andrew Johnson, the governor, requested a library appropriation of $5,000, telling legislators that he wanted other Tennesseans to have the opportunities that had been denied him. Today, the institution he founded, the State Library at Nashville, with more than 637,371 volumes, has a renowned collection of state materials and is the repository for state records. In all, there are 16 public library systems in Tennessee. Their combined book stock exceeds 9.6 million volumes, and their total circulation is over 21 million. The largest libraries are the Vanderbilt University Library at Nashville (2,512,072 volumes), Memphis-Shelby County Library (1,938,685), Memphis State University Libraries (1,067,624), University of Tennessee at Knoxville Library (2,013,273), Knoxville-Knox County Library (865,088), and Chattanooga-Hamilton County Library (806,285). Public library income in 2000 was $73,891,000; including $1,034,000 in federal funds and $1,477,000 in state funds. Per capita spending was one of the lowest of all states in the country. Tennessee has more than 127 museums and historic sites. The Tennessee State Museum in Nashville displays exhibits on pioneer life, military traditions, evangelical religion, and presidential lore. The Museum of Appalachia, near Norris, attempts an authentic replica of early Appalachian life, with more than 20,000 pioneer relics on display in several log cabins. Displays of solar, nuclear, and other energy technologies are featured at the American Museum of Science and Energy, at Oak Ridge. There are floral collections at the Goldsmith Civic Garden Center in Memphis and the Tennessee Botanical Gardens and Fine Arts Center in Nashville.

Tennessee Libraries To Receive Nearly $1.5 Million
posted September 29, 2010
Dozens of rural libraries across Tennessee will share in nearly $1.5 million in combined federal and state grants to provide computers, education courses and job skill training. The grants are targeted to help Tennesseans improve computer-related skills so they will be more competitive as they seek jobs.
The project is the culmination of more than a year’s effort by the Department of State and the Department of Economic and Community Development (ECD). The joint effort was successfully leveraged to secure additional funding from the U.S. Department of Agriculture Rural Development. Of the nearly $1.5 million, ECD will provide $1,030,000 and the Department of State will provide up to $70,000. The remaining $356,577 will come from USDA Rural Development. The funds will be used to provide computers, peripheral equipment, high-speed Internet routers and instructors to conduct training classes.
In addition to administering the $70,000 grant, the Tennessee State Library and Archives, which is a division of the Tennessee Department of State, will administer the other grant funds. TSLA is currently assisting the local libraries in finalizing the consent agreements required before the money is disbursed.
“Now rural communities across Tennessee will have greater access to the technology their citizens need to be more competitive and successful in the workplace,” Secretary of State Tre Hargett said. “Our work to obtain the first-class equipment and training for citizens in some of the hardest-hit local economies in our state will yield great benefits across Tennessee. I am grateful for the persistent support of our friends in ECD through this lengthy process and that of USDA Rural Development to further extend the reach of what we could have otherwise accomplished.”
