    A new report from a group of Chinese scholars has for the first time challenged China's official explanation that the deadly riots that broke out across Tibet in March, 2008, were inspired by "overseas forces" — namely the Dalai Lama and the Tibetan government-in-exile.
    While international human rights groups have said the rioting, in which at least 19 died, was a predictable response to the repression many Tibetans experience under Chinese rule, domestic criticism of the government on the politically charged subject of Tibet is rare in China.
    "We want to help society, and help build rule of law," says Xu Zhiyong, legal scholar and one of the group's founders. "We want to be objective. On questions like Tibet, human rights, and so forth, the Chinese government has a standpoint, foreign governments and foreign media have a standpoint. But it's also important to have an independent look at the problems."
    In Tibet, many of the stores, restaurants and hotels are owned and run by ethnic Han Chinese, who are reluctant to hire locals. "In interviews with many young Tibetans, they all said finding work was difficult," the report says. "The main obstacle was language and a lack of fluency in Mandarin. In Lhasa, those who can speak Mandarin can't necessarily find jobs. Many employers won't necessarily hire Tibetans because they are seen as too lazy."

The Tibetan King Songsten Gampo married a Chinese princess thus making an alliance with China.
*China puts a lot of emphasis on this as being a time when close political, economic and cultural ties were made, signifying the beginning of the move towards unity.
**What China doesn't mention is that at the same time Songsten Gampo also married a Nepalese princess, securing an alliance with that country as well. Nepal is an internationally recognized sovereign state, which disprooves that this event can be used to claim that it began to erode the independent nature of Tibet.
When Gampo died that the alliance ended.
China lost a war to Tibet and had to pay tribute.

[JURIST] The Tibetan government-in-exile [official website] said Monday that 130 people have been confirmed dead after skirmishes between pro-Tibet protesters [BBC backgrounder] and Chinese authorities, 31 more than an earlier estimate of 99. China's state-run Xinhua News Agency reported the official death toll at 22 on Saturday. China [JURIST news archive] has continued its crackdown against pro-independence demonstrators; on Saturday, it urged people to turn in rioters on a published list of 21 "Most Wanted" from last week's protests in the city of Lhasa. A Saturday editorial [text] in the People's Daily newspaper [media website] denounced the independence movement and called for strong action to end the violence: We must see through the secessionist forces' evil intentions, uphold the banner of maintaining social stability, safeguard the socialist legal system and protect people's fundamental interests, and resolutely crush the "Tibet independence" forces' conspiracy and sabotaging activities so as to foster a favorable social environment for reform and development and for people's happiness and welfare. Dharamsala, Mar 15 (ANI): The Tibetan government-in-exile on Sunday welcomed China's willingness for more talks with its envoys, but reiterated the conditions outlined in its last memorandum to Beijing.

(China Daily) Updated: 2008-04-30 07:27 The Tibetan "government-in-exile" is a theocratic power, integrating a church and a "state" with the Dalai Lama at the top, a senior Tibetologist said. While claiming to maintain a division of power, the Tibetan "government-in-exile" has a legislative framework (the Assembly of Tibetan People's Deputies), executive body (kashag) and judiciary (the Tibetan Supreme Justice Commission), but the Dalai Lama is still at the top with a firm grip on religious and executive power, Bi Hua, a senior researcher with China Tibetology Research Center, said. The nature of its "integration of church and state" remains unchanged, she said. "It's just another medieval church of Europe disguised as a present-day Western democracy." The Dalai Lama is the holy representative of Tibetan religious worship, but both the "government-in-exile" and its constitution consider him the top leader, which shows that under the guise of a division of powers and democratic politics, the "government" in fact features strong religious and feudal factors, she said. "Its ridiculousness is self-evident. An incarnated Lama who represents holy rule is considered a representative of civil rights and a fighter for democracy," Bi said.
