Its exposure by the FBI in 1977 led to the arrest and imprisonment of the senior leadership of the Church's intelligence agency, the Guardian's Office, in the US and Canada. The program consisted of a number of sub-programs ("Snow White Operating Targets" or "SWOTs"), each with a different codename, aimed at targets in particular countries or international organisations.
