November 09, 2000 2000-R-1030 TRUANCY PREVENTION DEMONSTRATION PROJECT STATUS By: Saul Spigel, Chief Analyst You asked for a status report on the truancy prevention demonstration projects established in PA 98-183. SUMMARY Public Act 98-183 established truancy prevention demonstration projects in two school districts, but funds were eventually provided for three. Hartford, Danbury, and Windham were selected out of 12 applicants. The demonstration began in January 1999 and continues through June 2001; funds have been allocated in two rounds. Hartford has received a total of $360,000, while Danbury and Windham have received $240,000 each. Federal funds accounted for $200,000 of the total. Each district has taken a different approach. Danbury and Windham both focus on making parents, students, and the community aware of truancy rules and the consequences of truancy and conducting home visits. Danbury also provides in-school programs, while Windham uses police sweeps. Hartford has targeted 60 chronic elementary school truants and uses a case management approach to deliver services. The Office of Policy and Management (OPM) administers and monitors the grants. In December 1999, it found Danbury and Windham were doing a good job in implementing their programs and its monitors recommended a few revisions. OPM is currently collecting outcome data to measure the projects' effectiveness on truancy and attendance rates.

National Truancy Prevention Month Ron Pagliarini of the National Truancy Prevention Association (NTPA) announced that the United States Senate passed a resolution yesterday declaring August as National Truancy Prevention Month. Rhode Island Senator Sheldon Whitehouse was instrumental in the passage of this resolution and was a cosponsor of it. "Senator Whitehouse has been a great supporter of our efforts in Rhode Island and a true advocate for truancy and drop-out prevention programs nationwide. The NTPA is working diligently to raise awareness across the country about the devastating and long lasting impact that truancy and related issues have on a vast number of juveniles, their families and the communities they live in," stated Pagliarini. In New York City alone, it has been estimated that 150,000 of 1 million public school students are absent on a typical schoolday (Garry, 1996). Although the exact number is unknown, many of these absences are the result of truancy. No universal definition for truancy exists, but it is generally defined as a locally-determined number of absences from school without a legitimate excuse. Truancy is generally considered a major risk factor for dropping out of school and for delinquent behavior, including substance abuse, gang involvement, and criminal activity; these often lead to more serious problems in adult life. This digest will explore truancy in the urban context, examine the different types and reasons for truancy, and provide an overview of the new ways in which researchers and intervention programs have been addressing this problem. The Urban and Minority Context Truancy: A Few Types and a Multitude of Reasons Although cutting class and truancy are not generally thought of as synonymous, researchers have found that about 40 percent of extreme truancy cases in Chicago occur because of class cutting. They have also found that truants are often in and around school and that tardiness may also account for truancy. In general, then, two types of truants exist: those who cut or miss class and those who miss full days. Because of the cyclical nature of these absences, both types of truancy require early intervention (Roderick et al., 1997).

    • Be involved with your teen's school. Get to know their teachers, the school administrators by attending Parent's Night and other school functions. Volunteer to help where you can. Schools are always looking for parents help with chaperoning dances or field trips, or running the concession stand at sporting events. The more involved you are in your teen's school the less likely they are to try and get away with skipping class.
    • Keep the lines of communication open with your teen when it comes to their school environment. Allow them to vent to you if they need to about a teacher, a certain class, etc. We all need to blow off steam. If there seems to be a major problem, work with the school and the teacher to find an answer.
    • Let your teenager know what the consequences are for being truant. Find out what your local area's laws are for truancy, and if need be, have your teen talk to a local truant officer. Sometimes when these things come from someone else, our teens

    Truancy Prevention
    Authored By: National Center for Mental Health Promotion and Youth Violence Prevention Compulsory school attendance is a reflection of the importance our nation places on education as well as a recognition that regular attendance is necessary if education is to effectively prepare a child for adulthood. Truancy and chronic absenteeism which are often steppingstones to dropping-out of school before graduation have consequences for children, the adults these children will become, and the society in which they live. Truancy reduction programs that promote consistent attendance by addressing the underlying causes of truancy can also improve academic achievement while reducing problem behaviors, including substance abuse and delinquency.
    Definitions and Extent of Truancy
    Reliable national or state data on truancy are difficult to find. State and district attendance records often do not differentiate truancy from excused absences. Schools sometimes do not, or cannot, take the time to ascertain whether an absence is excused or unexcused, creating a third category (sometimes called unverified absences). The No Child Left Behind (NCLB) Act requires states to report truancy rates by school beginning with the 2005–2006 school year. Attendance rates will also play a role in measuring whether a school has fulfilled NCLB Adequate Yearly Progress requirements. At the time of this writing (early 2007), NCLB attendance data are not yet available.
