you are here home Middle East Turkey Government Turkey, Government An attempt by the Allied powers and Greece to partition the country following World War I (1914-1918) precipitated the Turkish War of Independence, led by Ataturk. The Turkish Republic was proclaimed on October 29, 1923. Modernization efforts followed, such as abolishing the religious courts in 1924. Women gained the right to vote in 1934. The multiparty era began in 1946, when the newly founded Democratic Party won 62 seats in parliament, joining the Republican People’s Party. In 1950, the Democratic Party won the national elections. Increasing interparty tensions created a crisis in which a military junta seized power and governed from 1960 to 1961. A new constitution was adopted in 1961, and general elections followed. No clear majority emerged, however, and a series of coalition governments were formed by various parties. Following a period of economic uncertainty and political violence in the 1970s, a second junta in 1980 established martial law and dissolved all political parties. The PR offensive is opening amid rising political tensions and dwindling hopes of a multi-party accord on the initiative. "We are ready to be stripped of all the offices and titles we possess," Prime Minister Recep Tayyip Erdogan told an audience in the conservative eastern town of Malatya on November 14. "Our only desire is that not another drop of [soldiers'] blood be spilt." A day earlier, in an often tumultuous parliamentary session, Erdogan's Justice and Development Party, or AKP, provided for the first time concrete details about the contents of what Interior Minister Besir Atalay, the government's point man on the issue, repeatedly stressed was a "program of national unity." "Our slogan is more freedom for everybody", Atalay told deputies, listing measures including a start to private broadcasting in Kurdish, an end to bans on political campaigning in Kurdish, and the restitution of Kurdish names to villages given Turkish names since the 1950s. Over the longer term, Atalay added, Turkey needed a new "democratic and civilian" constitution to replace one drafted by a military junta in 1982. "Our people deserve better," he said.

Based on unofficial tallies, Turkish news channel NTV published results showing the government holding a 60 percent vote in favor of its reform package with 80 percent of the ballot boxes counted. Other media outlets also showed the "Yes" vote well ahead. If the trend holds it will mark a huge boost for Prime Minister Tayyip Erdogan, whose AK Party will seek to win a third term as a single party government at a general election due by July next year. "It's better than expected, and it's a good endorsement ahead of next year's elections," said Semih Idiz, a columnist with Milliyet newspaper. "We still don't know what the story is in the southeast, but I think the Prime Minister must be feeling pretty comfortable." Though the AK Party has pushed political and economic reforms and spearheaded Turkey's drive for membership of the European Union since coming to power in 2002, the secular establishment accuses it of harboring Islamist ambitions.

It is composed of the President of the Republic and the Council of Ministers. The president and the Council of Ministers, led by the prime minister, share executive powers. The president, who has broad powers of appointment and supervision, was elected by the Turkish Grand National Assembly [TGNA] for a seven-year term. But pursuant to a constitutional amendment package approved by voters in an October 2007 referendum, the president is directly elected by the voters for a term of 5 years and can serve for a maximum of two terms. The prime minister administers the government. The prime minister and the Council of Ministers are responsible to Parliament. The 550-member Turkish Grand National Assembly [TGNA] carries out legislative functions. Election is by the D'Hondt system of party-list proportional representation. To participate in the distribution of seats, a party must obtain at least 10% of the votes cast at the national level as well as a percentage of votes in the contested district according to a complex formula. The president enacts laws passed by Parliament within 15 days. With the exception of budgetary laws, the president may return a law to the Parliament for reconsideration. If Parliament reenacts the law, it is binding, although the president may then apply to the Constitutional Court for a reversal of the law. Constitutional amendments pass with a 60% vote, but require a popular referendum unless passed with a two-thirds majority; the president may also submit amendments passed with a two-thirds majority to a popular referendum.
