Japan's government said Wednesday it had no plan to delay transferring some 8,000 US marines based on the southern island of Okinawa to the US Pacific territory of Guam by 2014. In Washington on Tuesday, Jackalyne Pfannenstiel, an assistant US secretary of the Navy, told Congress that the lack of infrastructure in Guam could cause delays. But Japan's Chief Cabinet Secretary Yoshito Sengoku told a news conference: "I have not confirmed that debate. We think we want to go ahead firmly as promised." According to Saturday's Daily Yomiuri, the US Navy told the Guam government last week that the island's infrastructure could not handle a fast enough construction schedule to allow for the Marines to transfer there by 2014. The US government has effectively given up on its target of completing the transfer in 2014 and also informed Tokyo of the delay, the daily said without giving a source. The transfer plan, also involving the relocation of some 9,000 military family members, is part of a 2006 agreement between Tokyo and Washington aimed at reducing the heavy US military presence on Okinawa. Another part of the deal involves the relocation of a US marines airbase from a fast-growing urban area to a less developed coastal part of Okinawa.

American Samoa bans nationals from 23 countries
December 24 2002 Citing a security threat, the US Pacific territory of American Samoa has banned nationals from 23 countries unless they have specific permission to visit, officials said. American Samoa Governor Tauese Sunia said the step was taken after a credible security threat, an official from his office said yesterday. The territory's attorney general, Fiti Sunia, said nationals of the banned countries would now need approval from his office before being granted entry permits. The countries are: Afghanistan, Algeria, Bahrain, Cuba, Fiji, Indonesia, Iran, Iraq, Lebanon, Libya, Morocco, North Korea, Oman, Pakistan, Philippines, Qatar, Saudi Arabia, Somalia, Sudan, Syria, Tunisia, United Arab Emirates and Yemen. They add to a smaller list of mainly Arab nations banned in August after a security scare led to the week-long closure of the US embassy in Apia in nearby Samoa. According to the official, governor Sunia said last Friday: "It was reported that a Middle Eastern man was seen conducting surveillance and photographing the US embassy in Apia."

The police officer was shot dead outside the High Court in the American Samoan capital Pago Pago after a local man had been acquitted of assault and weapons-related offences. The shooter has been identified as a relative of the defendant and after shooting the police detective he continued assaulting him on the ground. The defense ministry report, released on Monday, said the new missile has a range of at least 3,000km and has been deployed "recently".
The reported striking range of the missle would reach Guam, the northern tip of Australia, much of Russia and India.
The ministry report also said the North began developing the missile in the late 1990s, but did not offer further details, including how many have been deployed.
The report comes as the North is believed to be preparing to test-fire its most advanced missile, the Taepodong-2, which is allegedly capable of reaching Alaska.

Jackalyne Pfannenstiel, the assistant secretary of the Navy for energy, installations and environment, told the House Armed Services Committee that the lack of infrastructure in Guam could cause delays. "The Department (of Defense) recognizes that Guam has existing infrastructure deficiencies that could affect the ability of DoD to execute the program on an aggressive construction schedule," she said in prepared remarks. "Guam currently faces challenges with environmental compliance of its utilities, adequacy of its roadways, and availability of quality health care to name a few concerns." The remarks appeared on the committee's website, but she did not actually read those words out loud to the lawmakers.

MIAMI - US AUTHORITIES said on Thursday they arrested a Taiwanese man for allegedly smuggling US-made military components to Iran that could help the Islamic republic develop missiles and unmanned drones. Yi-Lan Chen, 40, who also goes by Kevin Chen, was arrested on Wednesday on the US Pacific territory to Guam and is being sent to Miami, where prosecutors had sought his arrest. If convicted, Chen faces up to 20 years in prison and up to US$1 million (S$1.4 million) in fines. Prosecutors said that Chen had exported 'dual-use' technology - which ostensibly has civilian purposes but can be applied for the military - to Taiwan or Hong Kong where it would be reloaded and shipped to Iran. 'The dual-use items allegedly exported in this case could easily be used in missile development and other military components,' US Attorney Jeffrey Sloman said in Miami. 'Such conduct poses a serious threat to our national security, and will not be tolerated,' he said. The goods Chen is accused of exporting to Iran include P200 turbine engines and spare parts, which can be used for model airplanes but also for unmanned military drones, prosecutors said.
