    HealthQuest
HealthQuest is a challenge-based, educational approach in which children learn about preventive health behaviors by solving problems. Students act as social scientists they ask questions, investigate, and develop their own interventions. Through HealthQuest, students become involved in authentic work which will result in a product that has value to their community. The HealthQuest program is being supported by the Koop Institute while it is in its implementation phase. In 1995, the National Cancer Institute funded Dartmouth Medical School to implement HealthQuest, a four year pilot program involving two rural Vermont K-12 schools. In an effort to reduce tobacco use, students will design their own tobacco prevention interventions by solving age-appropriate problems. Students will deliver anti-tobacco messages to their peers through school presentations and at a year-end tournament. If this pilot is successful, investigators hope to make HealthQuest a nationwide program. Why Tobacco Prevention?

Related articles The WEB Project is a five-year Technology Innovation Challenge Grant that was completed in September 2000. The purpose of this project was to infuse standards-based instruction in multimedia, digital art, music composition, and online discourse into the general arts and humanities curricula of Vermont K-12 schools. Multimedia technology was incorporated within six academic content areas: art, music, technology, history/social studies, English/language arts, and interdisciplinary studies. Students shared their works-in-progress with a virtual community consisting of other students, teachers, digital artists, traditional artists, musicians, composers, Web page designers and other experts. This was done via a virtual learning environment called The WEB Exchange, which resided on The WEB Project's server. Through threaded design conversations, students requested feedback on their works of art, music, and multimedia. They then filtered the feedback they received and used it to improve their final artistic products, which many of the participating students then posted on The WEB Exchange.

Appendix C: Selected Research
In this Appendix the following articles are quoted extensively. Iowa’s network links 99 counties, state universities, and community colleges, and some schools and libraries, with more than 2,000 miles of fiber optic cable. Those connections were completed at a cost of $114.5 million raised from state issued certificates of participation through its General Services Administration. The next phase of the project, linking elementary schools, libraries, private businesses and hospitals, was estimated to cost between $90 and $140 million. The state is reluctant to issue debt to pay for the network. A deficit required the state to appropriate monies to the Iowa Telecommunications and Technology Commission. There was uncertainty over how the network could pay for itself, considering that operating costs were $150/hour, yet chargebacks to schools and agencies ranged from $8/hour to $40/hour. (Carmody, Chris, "Opposing financing plans stall growth of Iowa’s pioneering fiber-optic system," The Bond Buyer , Vol. 311(29590), February 1, 1993, p. 2).
