In government circles, they call it collaborative action. Before such terminology became commonplace, there was a small but mighty group of mayors who gathered together to discuss issues at the high level. Now, the Association of Washington Cities (AWC) is regarded as a ‘hub of information’ for elected leaders who want a continued education in leadership, access to group health benefits and a means to tackle sticky legislative issues. ABJ’s ANTONIA McGUIRE finds out why a citizen-initiated bill poses a major concern among members.
The Association of Washington Cities is a pri­vate, non-partisan corporation that represents Washington’s cities and towns before the legisla­ture, the state executive branch and with regu­latory agencies. It first started 76 years ago, in 1933, as a pro-abolition in the United States. The federal government at the time was considering the adoption of liquor laws and taxes on alcohol.  “There were a number of city officials concerned about most liquor-selling per capita within cit­ies. They wanted to lobby before the legislature to keep the liquor tax, so cities could help control any defects of what drinking can bring in their town. They came together as a group, formed an association to advocate on behalf of the cit­ies in the state of Washington to get a piece of state’s liquor tax. That would in turn guarantee better enforcement of the liquor establishments. That’s how it all began,” tells Mike McCarty, CEO of the Association of Washington Cities (AWC).

The AWC, which was incorporated as a private nonprofit 501 C(4)corporation in 1999, is approximately 98% funded with public funds. The AWC budget is over $6,000,000 a year. The Association of Washington Cities, (AWC) exercises governmental powers under the authority of over 50 separate provisions of Washington State law, (codified as the Revised code of Washington, RCW )at virtually every level of Government. Under these laws it is responsible for legislating statewide model ordinances and policy, as well as appointing members to State Hearing boards and to dozens of policy groups. Significantly, the AWC occupies a position on par with the Washington State Auditor with respect to City Budgets, which must be filed with the AWC prior to their approval. Even the Executive is required by law to consult with the AWC. While no final determination has been issued as to whether the AWC is subject to Washington State sunshine laws as the functional equivalent of a public agency, (see Telford Test ) some believe the AWC's claims to be a wholly private entity to be incompatible with Washington State precedent expressed in the rulings in both Telford and Clarke In addition to the express statutory delegation, and its employee educational seminars, the AWC exercises authority under contract from numerous public agencies, including those contained in contracts with the

    A new website, www.CanYouID.me , has been created as a central warehouse for all Washington State police investigators to post photographs of people captured on video that they could not identify during their investigation. Subjects depicted in these photographs are persons of interest, witnesses or potential suspects. Our hope is to have as many people as possible view the photographs on this website to assist us with the identification of these unknown persons.
