Concentration in the Greek private hospital sector: a descriptive analysis

Boutsioli Health Policy, vol. 82, 2007, p.212-225 Over the past 20 years governments have attempted to increase competition between healthcare providers in order to control costs and increase efficiency. In response, providers are merging and acquiring other firms. If this trend continues, healthcare markets will be dominated by a few large firms. This paper measures the industrial concentration of Greek private hospitals, and shows that a very few large firms now dominate the market.

Payne and others Milbank Quarterly, vol. 85, 2007, p. 213-257 In most developed countries, as the largest population cohorts approach the age of 65, the impact of population aging on health care expenditures has become a topic of growing interest. This literature review creates a reasonably detailed picture of the role of age, morbidity and death in health care expenditures. The evidence suggests that reduced morbidity and mortality and low growth in costs associated with dying could reduce forecasted expenditures on medical treatments, but high growth in spending on social care could create new pressures on health systems.

Article Abstract: The passage of welfare reform legislation, which supports abstinence-only education programs, is the greatest attack on the provision of comprehensive sexuality education. The Far Right has exerted efforts to include the abstinence-only education provision in the welfare reform legislation. However, analysis of the statute reveals that it has serious flaws because it is not based on facts and does not have a clear definition of many critical concepts such as sexual activity. Analysis of states' implementation of the abstinence-only-until-marriage education program
Article Abstract: The abstinence-only-until-marriage program was created in 1997 by the federal government's welfare law. Debates relating to various aspects of the programs are reviewed, particularly with regard to intended audience, key messages and media campaigns. There are 698 abstinence promotion grants for community-based organizations and education agencies following the infusion of program funds, and there are 21 new abstinence media campaigns.

Summary
Welfare mothers actually have less of an economic incentive to have children than nonwelfare mothers. Studies have not been able to find a correlation between family size and the size of welfare benefits. Welfare families are virtually the same size as nonwelfare families; indeed, both have been declining over the decades. The New Jersey "family cap" experiment, which denies extra benefits to mothers who have more children, appears to have no effect on the welfare birthrate.
Argument
Many conservatives criticize welfare because it increases benefits when a mother has another child. This, they argue, is an economic incentive to have more children, an ill-considered policy which inflates the rolls of our welfare programs. As columnist Ellen Goodman wrote: "A family that works does not get a raise for having a child. Why then should a family that doesn't work?" (1)

Argument
Claims that welfare promotes out-of-wedlock childbirth and marital breakup are unsupported by the current evidence. That is, the evidence is somewhat contradictory, although it tends to favor the viewpoint that welfare has no effect. Let's review both types of evidence:
Evidence refuting conservative claims
Between 1960 and 1990, out-of-wedlock births rose fivefold, from 5.3 to 28.0 percent of all births. (1) Conservatives claim that welfare is at least partially to blame for this statistic, but between 1970 and 1990 the value of AFDC benefits to poor women fell nearly 45 percent. (2) On the face of it, these statistics suggest that cutting welfare benefits increases out-of-wedlock childbirths!
Mississippi has the second highest rate of children born out of wedlock in the country. It also has the lowest welfare and food stamp benefits for AFDC mothers in the country. This correlation generally holds across the nation as well states with higher-than-average AFDC benefits tend to have lower-than-average nonmarital birthrates. (3)
