WELFARE REFORM: Myths vs. Facts The federal Family Support Act of 1988 sought to transform Aid to Families with Dependent Children (AFDC) from a program that makes it possible for single mothers to stay home with their children into a mandatory work and training program. The controvers ial legislation was just the first of a series of welfare reforms that seek to dictate the behavior of women on public assistance. Some states now deny additional benefits for children born to women on welfare. Others cut benefits to families who fail t o see a doctor, keep kids in school or pay rent on time. In the name of fraud prevention, some states now fingerprint welfare mothers. And in the White House and the Capitol, the current welfare debate centers around how best to impose a two-year limit on participation in the program. As a candidate, Bill Clinton promised to "end welfare as we know it." Advocates and women on public assistance would also like to change the system "as we know it" so that AFDC could be both a decent safety net and a means of escaping poverty. But it is clear that the current reform debate has less to do with practical improvements and more to do with limiting the length of time a client can be in the program, and making that period as difficult as possible.

How to pay 10% tax on $100,000
Bill English has pointed out how the current tax system allows well off people to in fact pay less tax than low income workers. This is one reason why we should have a flatter system, with less loopholes. Mr English highlighted in Parliament how the current system can allow a household earning $100,000 a year, with two dependent children, to reduce the tax they pay from $27,500 a year to less than $10,000 a year. Three easy steps:
  • Forming a company owned by another entity (on the current 30 per cent company tax rate), paying themselves a $48,000 salary and reducing their tax bill by $3000. Qualifying for Working for Families on this reduced salary with two dependent children, they would receive an extra entitlement of almost $8500 a year.

    - A Constitutional Crises - Website Established March 2002 Welfare reform has been one of the centerpieces of President Bushs domestic agenda since the onset of his administration. This was evident in the creation of key legislation and supporting executive orders designed to place government money into the hands of faith-based charity organizations. This legislation, if enacted, would liberally empower religious charities with the authority to administer government funded welfare programs. Prior to the September eleventh terrorist attacks, this legislation had successfully passed the House of Representatives by a relatively narrow margin and was consequently forwarded to the Senate for consideration ( source Priorities in Washington shifted dramatically after September eleven and the legislation was consequently sidelined for the time being, but eventually it will come under review again. The probable long run impacts of this "faith-based" legislation make it some of the most provocative law making that has ever been proposed.

    Anthony Halter, Executive Director
    Center for State Policy and Leadership
    Anthony P. Halter became the Executive Director of the Center for State Policy and Leadership on August 16, 2006. He holds the Doctor of Social Work degree from the University of Pennsylvania and he was a member of the faculty of the School of Social Work of the University of Illinois at Urbana-Champaign from 1987-2002. His research and publications are in the areas of welfare reform, general assistance, family support, poverty, and homelessness. Prior to his academic career, Dr. Halter held various administrative and supervisory positions in government and education. These included positions with the New York Department of Social Services in Income Maintenance, Employment and Training Programs, Food Stamps, and Medicaid. In addition, he was Director of Adult Education for the Milford School system in Milford, Penn., and was a policy analyst with the Commonwealth of Pennsylvania Department of Public Welfare.
