The paper also includes suggestions about ways to improve welfare reform research studies to better capture the housing experiences of families.   • Enable introduction of a flat rate of housing support paid to tenants rather than landlords - the Local Housing Allowance - building on the work of the pilot local authorities already testing out this approach.
  • Provide powers for local authorities to investigate and prosecute fraud against DWP administered benefits alongside benefits they administer.
  • Enhance joined up working and remove certain barriers to claiming benefits.
  • The reforms will make it easier for people to move into work, help speed up local authority administration of Housing Benefit, promote greater choice and responsibility for tenants, promote financial inclusion and help the fight against benefit fraud.

TERRITORIAL EXTENT The Bill extends to England, Scotland and Wales but not Northern Ireland. There are minor exceptions where the Scottish systems are different (e.g. in relation to prosecution for fraud) and so those provisions do not apply to Scotland.

      E-mail JRLC is the largest and most inclusive interfaith public interest group in Minnesota—people of diverse faiths bringing vision and wisdom to the public realm for the well-being of Minnesotans. JRLC is authorized and governed by four Sponsoring Members: the Minnesota Catholic Conference , the Minnesota Council of Churches , the Jewish Community Relations Council of Minnesota and the Dakotas , and the Islamic Center of Minnesota When JRLC was founded in 1971, it was the first interfaith public-interest lobby group in the United States. JRLC now has an extensive body of public policy statements and continually influences Minnesota legislation in many policy arenas including: welfare reform, housing, health care, human rights, criminal justice, environmental stewardship, tax policy, ethics in government, gambling, economic justice, bias crimes, firearms regulation, and other policy areas. JRLC is governed by a 16-person Executive Board made up of representatives from each sponsoring faith community. The Board guides policy decisions culminating in a ratification process that requires each JRLC position to be approved by all the sponsors' governing bodies. JRLC is unique in this accountability structure and thus speaks in a unified voice for these faith groups.

NCD is an independent federal agency making recommendations to the President and Congress on issues affecting 54 million Americans with disabilities. It is composed of 15 members appointed by the President and confirmed by the U.S. Senate. NCD is the only federal agency charged with addressing, analyzing, and making recommendations on issues of public policy that affect people with disabilities regardless of age, disability type, perceived employment potential, economic need, functional ability, veteran status, or other individual circumstance.
