People with disabilities should be involved in the United States prioritization and funding of development projects. For many years the NCD and the State Department have enjoyed a close collaborative relationship, and individuals with disabilities have been involved in planning some of our foreign assistance and international development efforts.

    Collaboration Efforts Raise Awareness The Northeast Ohio Coalition for the Homeless (NEOCH) co-sponsored its Fourth Annual Training Conference, Homelessness in the New World Order at the University Club, 3813 Euclid Ave in Cleveland from 8:30 to 5:00 PM Friday, March 21, 1997. Together with the Cuyahoga County Office of Homeless Services and VA Domiciliary, NEOCH hosted workshops that focused on welfare reform, housing issues and advocacy efforts. In addition to housing and homelessness and welfare advocacy efforts, experts from a broad spectrum of organizations conducted workshops on legal assistance, media, rights of homeless children, current homeless services, NIMBYism (Not in My Back Yard), homeless accounts of life on the streets, and other related topics. The American Red Cross, the City of Cleveland, Legal Aid, Merrick House, County Department of Human Services, Cleveland Tenants Organization, the Free Times , the Metropolitan Strategy Group, Cleveland Health Care for the Homeless, and other service providers facilitated discussions that worked toward finding solutions to the many issues that face Clevelands homeless population. Keynote speaker, Councilman Frank Jackson of the City of Cleveland Ward 5, spoke honestly and frankly about the growing housing crisis and opportunities for advocacy around housing.

Congress enacted the Congressional Accountability Act (CAA), applying several major laws to Congress itself and set up mechanisms for their administration. Congress is still not subject to the requirements of Section 508; nor are such "Congressional instrumentalities" as the Library of Congress, the Government Printing Office or the GAO. In 2001, the Congressional Office of Compliance (which administers the CAA) recommended that Congress bring itself under the provisions of Section 508. The Library of Congress (as well as the Government Printing Office) has announced it will voluntarily comply with Section 508's requirements. In addition, the House of Representatives has recommended that all offices and committees make their Web sites voluntarily 508-compliant and the upgraded Senate web site will be 508-compliant.

She will then take questions from the audience, organizers said. The Democracy 2000 Coalition is co-chaired by Manhattan Borough President Virginia Fields, Rep. Charles Rangel (D-Harlem) and Councilman Bill Perkins. The forum will run from 6 p.m. to 8 p.m. The church is at 52 W. 132nd St. Westchester A group of state legislators and customers has petitioned the state Public Service Commission to prevent Con Edison from sticking customers with costs associated with the shutdown of the Indian Point 2 nuclear power plant last month after a minor leak. Petitioners said the utility should pay for electricity it has bought while the plant is shut because it knew for many years that four aging steam generators were increasingly prone to leaking and chose not to replace them.

After much thought, I have decided to prepare a report on the broad issues and prepare a report on each of the above issues Transition: Although effective transition has been frustratingly elusive for many years, this year the simultaneous reauthorization of IDEA and the Federal Rehabilitation Act creates the unique opportunity to incorporate the identical transition language in each law. Although not officially involved in the process under any law, other major entities have become progressively more concerned with transition. Transition bears upon the Medicaid program in connection with the role Medicaid or other insurance should play as a source of funding for AT required in the educational setting (and that relationship will no doubt be further refined in the IDEA reauthorization).     Extension housing and related environmental programs help individuals and families develop skills and gain information in securing adequate affordable housing. The programs teach individuals and families what to look for in selecting safe housing, how to secure such housing, and how to maintain housing. For families to continue down the path to self-sufficiency, they need to develop a secure environment in which to maintain their family structure. Extension housing programs which focus on securing an adequate environment in which to live provide a base from which families will move from dependency on existing resources to their own self-sufficiency. The programming which the Cooperative Extension System has based its premise on is to start with individuals and families at whatever their present point in the life cycle and help them understand the choices which are available to them and their dependents. The Cooperative Extension System has taught families how to select and manage their living environments for more than eighty years. Traditionally, this outreach has been directly with families where they live and work. Today, however, Extension educational outreach includes training volunteers, paraprofessionals, and agency personnel to work with families in learning to more effectively manage their resources. This train-the trainer approach, along with quality educational materials, is a valuable asset in reaching families with the housing information they need.

    Academic outcomes reflect only in part the academic experiences of students; schools do not operate in a vacuum. Many social, political, and governmental forces and institutions interact with the students our schools are educating. Student academic experiences are shaped by welfare reform, housing policy and healthcare provision and a wide array of social programs and changes. How does the experience of students outside of school shape student performance? How do changes in governmental programs influence schools and education? How can these be better coordinated to improve student outcomes?

    Testing the Quantity-Quality Model of Fertility: Linearity, Marginal Effects, and Total Effects (2010)

    Funded by the Norwegian Research Council The authors re-examine the recent empirical evidence suggesting no tradeoff between child quantity and quality. Motivated by the theoretical ambiguity about the magnitude and sign of the marginal effects on child quality of additional siblings, this work departs from previous empirical studies in allowing an unrestricted relationship between family size and child outcome. The authors find that the conclusion of no family size effect is an artifact of a linear specification in family size, masking substantial marginal family size effects. This is true when the authors perform OLS estimation with controls for confounding characteristics like birth order, or instrument family size with twin births.
