House Republicans Unveil Welfare Reform Legislation

WASHINGTON
Launching what could become the defining debate of the 104th Congress, House Republicans unveiled Thursday welfare reform legislation calling for more extensive reductions in cash assistance and a more circumscribed role for the federal government than plans favored by President Clinton and congressional Democrats. While the broad outlines of the GOP legislation have been apparent for some time, the final measure includes a few new elements that Democrats characterized as particularly harsh, such as a provision that would significantly decrease the number of disabled children eligible for cash assistance. The bill's introduction sets in motion a landmark struggle over the extent to which Congress should scale back the government-administered safety net that increasingly is perceived as contributing to the cycle of joblessness, poverty and despair it was designed to ameliorate. "The welfare state failed because for too many years Congress equated compassion with money," said Rep. Clay Shaw, R-Fla. chairman of a key House panel that could begin voting on the measure as early as next week.

The book tracks repeated failures to "reform" welfare from 1935 to 2001, including the current crisis over reauthorization of TANF (Temporary Assistance to Needy Families) in the face of an economic downturn. "TANF didn't work well, even by government standards, without a recession," Goldberg said. Published by The Apex Press, the book is a comprehensive look at the impact of the AFDC program commonly known as "welfare" and its successor, the 1996 Personal Responsibility and Work Opportunity Reconciliation Act, popularly known as "welfare reform." It explores the true costs of the new welfare reform legislation and how "ending welfare as we know it" has impacted the lives of America's poorest citizens.

    Congress is close to voting to eliminate the system's guarantees of benefits for anyone meeting certain criteria. The end appears near for one of the most enduring and controversial Depression-era federal entitlement programs, Aid to Families with Dependent Childrenthe cash payments to low-income mothers and children that have come to be known simply as "welfare." Emerging in its place would be 50 state-run programs that would have federally mandated work requirements, limits on the length of time an individual could receive cash payments, prohibitions on aid to certain categories of individuals, and a cap on funding. And, in the most fundamental change in philosophy behind a welfare system, there would be no guaranteed benefits for everyone meeting certain criteria. These are the common themes of separate welfare-reform measures passed by the Republican-controlled House and Senate and now being melded into one bill by conferees from both houses.

    Five years after Bill Clinton capitulated to Republican demands and signed on to watershed welfare-reform legislation, policy wonks, pro-family activists and politicians waging war on the welfare state have reason to celebrate as millions of former welfare recipients have joined the workforce. Now, as the United States begins to pull out of the Clinton late-term recession, a new debate is raging about the next phase of welfare reform: whether the federal government should provide funds for programs that shore up marriage and the two-parent family. When welfare reform comes up for renewal this spring, a Bush-administration-backed proposal will earmark funds for pro-family and pro-marriage initiatives, including marriage counseling for parents of out-of-wedlock babies and couples facing divorce. The pro-marriage forces include more than 52 lawmakers from several states, as well as think tanks such as the Heritage Foundation and grass-roots alliances including the American Family Coalition. Opposition is gathering for the fight. The Institute for Women's Policy Research (IWPR) has issued a statement condemning the proposals, announcing: "IWPR has not found any scientific research to support the claim that programs and policies promoting marriage actually reduce poverty." IWPR President Heidi Hartmann declares: "We should be fostering strong economic policies that make women self-sufficient instead of trying to regulate the social makeup of women's lives."

ecent federal welfare reform legislation and proposed state welfare reforms may cause more harm than good, having dramatic effects on families with children as well as on childless adults in New York, according to a study issued recently by the New York City Social Indicators Survey Center at Columbia's School of Social Work. The study was conducted by Jane Waldfogel, assistant professor; Irwin Garfinkel, Mitchel Ginsberg Professor of Contemporary Urban Problems, and researcher Patrick Villeneuve. Assuming that about 40 percent of those leaving welfare will be able to find work and that the state and city will cover child care costs for these families, the report says that five years from now, when federal reforms are in place, the legislation will:
  • impoverish more than 500,000 residents of New York City: 100,000 will move into poverty and more than 400,000 who are already poor will move deeper into poverty;

Abstract:
The Welfare Reform legislation of 1996 brought about
dramatic changes in the American welfare state. It eliminated the
controversial Aid to Families with Dependent Children Program and
created a new form of public support called Temporary Assistance for Needy Families (TANF) in its place. Under the new system, each state was allowed to develop and implement its own TANF program, so long as the latter contained certain key elements (including five-year time limits on the receipt of cash benefits, clear work requirements for program recipients, etc.) and led to reductions in welfare caseloads. In the years since the implementation of these state-centered TANF programs, one of the key objectives of the 1996 Welfare Reform
