Regional, Science, 2/20/1998 The American - Saudi bank is sponsoring a regional conference to deal with a software problem that will cause some computers to mulfunction when the year 2000 is reached.
The conference, is being held in Beirut today to discuss the probable effects on corporations, banks, and the Arab states' economy as a whole.
The computer software problem that afflicts the Saudi Bank and others stems from software that was programmed long time ago, where "a year" in computer records is represented as two digits, such as "97" to imply the year 1997.
This leads to a problem as representing the year 2000 with "00" would be interpreted by a computer as the year 1900, as opposed to the year 2000. So for example, a person born in the year 2000, will be seen by the computer as a 100 year-old person.
These kind of errors threaten to paralyze computer systems that control millions of transactions and accounts in governments, companies, banks, payment systems and general services that rely on accurate date and time representation for accurate calculations.

Full Description In the past when code was tight and memory scarce, it was standard practice to use two-digit storage (for example 68 for the year 1968) for date code within software. Unfortunately, when the clock rolls over at midnight on the last day of December 1999, many computers won't recognize "00" as the correct date. This Year 2000 (Y2K) dilemma may potentially render many applications and hardware ineffective, unless the code is altered. This is a global problem that will affect everybody and must be seriously addressed since time is a crucial factor. The Year 2000 situation affects the mainframe environment most heavily, but it can affect PCs as well. Any company that is running older software and hardware must pay attention to revising date code in programs, and possibly even updating software, the operating system, and even hardware. Other areas of concern are the millions of access-control, point of sale, process-control, and other peripherals that utilize date-stamping and grouping functions embedded in firmware.

For other uses, see Y2K (disambiguation) The Year 2000 problem (also known as the Y2K problem , the millennium bug , the Y2K bug , or simply ) was a problem for both digital (computer-related) and non-digital documentation and data storage situations which resulted from the practice of abbreviating a four-digit year to two digits. In computer programs, the practice of representing the year with two digits becomes problematic with logical error(s) arising upon "rollover" from x99 to x00. This has caused some date-related processing to operate incorrectly for dates and times on and after January 1, 2000 and on other critical dates which were billed " event horizons ". Without corrective action, it was suggested that long-working systems would break down when the "...97, 98, 99, 00..." ascending numbering assumption suddenly became invalid. Companies and organizations worldwide checked, fixed, and upgraded their computer systems. While no globally significant computer failures occurred when the clocks rolled over into 2000, preparation for the Y2K problem had a significant effect on the computer industry. There were plenty of Y2K problems, and that none of the glitches caused major incidents is seen as vindication of the Y2K preparation.

Subject: Year 2000 Computer Problem As part of the National Science Foundation's (NSF) activities related to potential problems associated with Year 2000, NSF wishes to remind its awardees of their responsibilities under NSF grants and cooperative agreements. Recipients of NSF grants and cooperative agreements generally have full responsibility for the scientific, administrative, and financial aspects of the activity being supported. This responsibility extends to anticipating and reacting to events such as the Year 2000 and taking all steps necessary to mitigate potential problems that might be caused by the Year 2000. Many computer systems may experience operational difficulties because they are unable to handle the change from the year 1999 to the year 2000. Others may fail because they do not properly consider 2000 a leap year. For computer systems that use two digits to represent the year, calculations, comparisons, and data sorting my be adversely affected. This would include computer systems ranging from the desktop to the largest mainframe. Awardees should also be aware that the Year 2000 may affect electronic devices utilizing embedded microchips that perform date-based calculations. Biomedical devices and other laboratory equipment may depend upon embedded date functions. If the chip receives what it perceives to be an invalid date, it may fail, impacting important experiments. False date comparisons may invalidate test results, leading to false conclusions.
