As Stefan Bos reports despite the political changes, President Vojislav Kostunica has rejected a call from his allies to immediately dismiss the top commanders of police and armed forces. TEXT: After eight hours of difficult debates, the new Yugoslav government was voted into office by a vote of 136 to 19 by both chambers of Yugoslavia's 178-seat Parliamentary assembly. Twenty-three others were not present for the vote.

In 1921, a little more than two years after the creation of the Kingdom of the Serbs, Croats, and Slovenes, a constituent assembly approved the country’s first constitution. The constitution established a monarchy, under Serbia’s Karadjordjevic dynasty, with a single-chamber, popularly elected parliament. Despite the desires of Croat leaders for a federal state, the kingdom was highly centralized. The Serbs, who were the most numerous and widely dispersed ethnic group, dominated the government, the state bureaucracies, and the army. The dictatorship continued even after a Macedonian terrorist assassinated Aleksandar in 1934. A three-man regency, headed by Aleksandar’s cousin Prince Paul, ruled on behalf of Aleksandar’s young son, Petar II. Prince Paul oversaw further relaxation of the dictatorship, but the crown still controlled the elections. In 1939 Paul approved the establishment of an autonomous Croatian banovina, in effect turning Yugoslavia into a federation with two units: Croatia and the rest. In March 1941, during World War II, Yugoslav air force officers overthrew the regency and government and declared Petar II of age. In April Germany and its Axis allies invaded, conquered, and dismembered Yugoslavia. The king and his government fled and established a government in exile in London, England.

Yugoslavia: Government official threatens the press
New York, Feb. 11, 2000 Serbian deputy prime minister Vojislav Seselj, the leader of the ultranationalist Serbian Radical Party, accused journalists of being pro-Western "traitors," and blamed them for the murder of defense minister Pavel Bulatovic, according to Agence France-Presse.
Addressing independent reporters at a press conference in Belgrade on February 10, Seselj told independent reporters, "You are working against the state . . . You are paid by Americans to wreck the state. You are traitors, you are the worst, there is nothing worse than you. Those who work for Americans will suffer consequences."
Seselj went on to say that journalists were the "accomplices" of the U.S., Britain and France, whom he accused of being behind the murder of Bulatovic, who was killed Monday. "You are accomplices in the murder." Seselj said. "You are the same as those who did it . . . There is no more hiding here, and everything is crystal-clear: those who live by the sword die by the sword. You all have that in mind."
In December, Seselj initiated a defamation suit against several independent media outlets that resulted in crushing fines. Independent journalists report that a crackdown is under way; the company that prints most of the independent newspapers in Belgrade was shut down by the government in January.

      YUGOSLAVIA Government Holds Fast to Stabilization Program; U.S. High-Technology Products Can Find Niche Yugoslavia made progress in correcting its balance-of-payments problems during 1984. For the second year in a row, the country was able to generate a convertible currency current account surplus and increase foreign exchange reserves. In the first three quarters of 1985 these balance-of-payments trends continued although not as strongly as in 1984. A third hard currency current account surplus in the range of $400 million seems to have been achieved in 1985. Inflation, however, has accelerated and has begun to surpass the external debt problem in the eyes of the Yugoslav leadership as the country's most serious economic problem. Producer prices were expected to increase by slightly more than 80 percent in 1985 compared to increases of 57 and 32 percent in 1984 and 1983, respectively. Production trends recovered strongly in 1984 with the social product increasing by 2 percent on the strength of a record agricultural harvest and rapid growth of industrial production. During 1984 and 1985, the government of Yugoslavia remained committed to its long-term economic stabilization program and made progress in developing and implementing measures aimed at increasing the role of market forces in Yugoslavia and improving the economy's overall performance. A key component of the stabilization program is legislation governing foreign exchange allocation, the foreign borrowing system, and the domestic banking and credit system, which became effective Jan. 1. Among its major provisions are requirements that all enterprises sell all foreign exchange receipts immediately to the National Bank of Yugoslavia and that foreign exchange accounts of Yugoslav enterprises be abolished. Another provision requires that the dinar be the only legal tender for payments within Yugoslavia. The new system of foreign exchange allocation should result in more rational and efficient use of Yugoslavia's limited foreign exchange resources.
