Home Library Miscellaneous Columbia Encyclopedia - People Fish, Carl Russell, 1876-1932, American historian, b. Central Falls, R.I. From 1900 to his death he taught history at the Univ. of Wisconsin. Fish considered the Univ. of Wisconsin the "most democratic institution in America," and he was extremely popular there among both students and colleagues. He wrote The Civil Service and the Patronage (1904, repr. 1963); The Development of American Nationality (1913, rev. ed. 1940), a useful and popular textbook; American Diplomacy (1915, 5th ed. 1929); The Path of Empire ("Chronicles of America" series, 1919); The Rise of the Common Man, 1830-1850 ("History of American Life" Vol. VI, 1927, repr. 1971); and The American Civil War: An Interpretation (ed. by William E. From Wikipedia, the free encyclopedia Jump to: navigation search The Pendleton Civil Service Reform Act (ch. 27, 22 Stat. 403) of United States federal law established the United States Civil Service Commission , which placed most federal government employees on the merit system and marked the end of the so-called spoils system . The act provided for some government jobs to be filled on the basis of competitive exams. Started during the Chester A. Arthur administration, the Pendleton Act served as a response to President James Garfield 's assassination by Charles Julius Guiteau . The Act was passed into law on January 16, 1883. The Act was sponsored by Senator George H. Pendleton Democrat of Ohio , and written by Dorman Bridgeman Eaton , a staunch opponent of the patronage system who was later first chairman of the United States Civil Service Commission . The most famous commissioner was Theodore Roosevelt The law only applied to federal government jobs: not to the state and local jobs that were the basis for political machines. At first it covered very few jobs, but there was a ratchet provision whereby outgoing presidents could lock in their own appointees by converting their jobs to civil service. After a series of party reversals at the presidential level (1884, 1888, 1892, 1896), the result was that most federal jobs were under civil service. One result was more expertise and less politics. An unintended result was the shift of the parties to reliance on funding from business, since they could no longer depend on patronage hopefuls. The act also prohibits soliciting campaign donations on Federal government property

He was born January 1, 1735 in New York City the son of Anthony Lamb. His father was a convicted burglar who was transported to the colonies in the 1720s. John was initially trained as an optician and instrument maker in New York City and became a prosperous wine merchant. Prior to the Revolutionary War, Lamb was a leading member of the Sons of Liberty He wrote articles in the and published anonymous handbills. When the news of the Battle of Lexington was received he and his men seized the military stores at Turtle Bay He was commissioned a captain of an artillery company and served under Richard Montgomery and Benedict Arnold in the attack on Quebec . He was wounded and captured at the assault on Quebec city and was released on parole a few months later. He was appointed major of artillery on January 9, 1776. In January 1777 he was appointed colonel of the 2nd Continental Artillery. He commanded the artillery at West Point in 1779 and 1780. He was breveted a brigadier general in 1783.

Pendleton Act
Home Library US History Encyclopedia Pendleton Act (16 January 1883), the federal government's central civil service law, was written by Dorman B. Eaton, sponsored by Sen. George H. Pendleton of Ohio, and forced through Congress by public opinion. The act aimed to reform the spoils system by eliminating many political appointments in favor of jobs only awarded to candidates who met predetermined uniform standards of merit. It reestablished a Civil Service Commission to prepare rules for a limited classified civil service, which the president could expand at discretion.
