Addressing disproportionality in the Texas child welfare system
Child Protective Services knows that African-American children are over-represented in its system. The agency looks for solutions by listening to local communities.
Across Texas in 2004, African-American children represented about 29 percent of those entering foster care; the state census, however, indicated that only 12 percent of all the children in the state were African-American. Federal government studies document that race is not a factor in the likelihood that a parent will abuse or neglect a child, so these two percentages ought to be roughly equal. The fact that they are not is evidence of disparate treatment of children of color. Child welfare professionals refer to such racial imbalances as disproportionality
Race and foster care
Disproportionality—a racial imbalance indicated by statistical analysis—is a relatively new idea, especially for state child welfare systems. Racial disparities have been evident for a long time, however. The champions who arose to address disproportionality in the Texas child welfare system already knew that the issue of race was inseparable from foster care.
Joyce James—now the Deputy  commissioner of Texas’  Protective Services ( DFPS ) agency—is one of the champions. As a case worker in the late 19

Joyce, James
The innovative writing of James Joyce went on trial, inspired awe and confusion and even put him on the cover of Life magazine. James was the son of John and Mary, born on February 2, 1882 and raised in Dublin. His impoverished father had a drinking problem and his mother Mary was a pianist and devoted Catholic. James was educated by Jesuits at Clongowes in Clone, at Belvedere College in Dublin; he completed his formal education at University College in the same city. As a young boy he wrote poetry and his father printed and distributed some of his childhood poems. In 1900, an essay by James on Ibsen¢s When We Dead Awaken was published in the Forthnightly Review. Following his graduation, in 1902, he traveled to Paris for a year where he studied medicine, wrote lyric poetry, and taught school.
James Joyce¢s famous books include Dubliners (1914) (a collection of short stories) and three novels: Portrait of the Artist Ulysses (1922), and

    Banning Ulysses
James Joyce's "Ulysses" is one of the most important books of the 20th century, but its size and style often scare away would-be readers. And, while his language has been praised for its poetic and varied style, it has also been criticized for its explicit nature.

James Joyce (1882-1941) , Irish novelist, noted for his experimental use of language in such works as Ulysses (1922) and Finnegans Wake (1939). Joyce's technical innovations in the art of the novel include an extensive use of interior monologue; he used a complex network of symbolic parallels drawn from the mythology, history, and literature, and created a unique language of invented words, puns, and allusions. James Joyce was born in Dublin, on February 2, 1882, as the son of John Stanislaus Joyce, an impoverished gentleman, who had failed in a distillery business and tried all kinds of professions, including politics and tax collecting. Joyce's mother, Mary Jane Murray, was ten years younger than her husband. She was an accomplished pianist, whose life was dominated by the Roman Catholic Church. In spite of their poverty, the family struggled to maintain a solid middle-class facade. From the age of six Joyce, was educated by Jesuits at Clongowes Wood College, at Clane, and then at Belvedere College in Dublin (1893-97). In 1898 he entered the University College, Dublin. Joyce's first publication was an essay on Ibsen's play

(February 2, 1882January 13, 1941) Irish poet, dramatist and novelist, was born in Rathgar, a suburb of Dublin, the first born child of John Stanislaus. The father a jolly, bibulous, pugnacious fellow, well known in Dublin for his reckless extravagance, and his biting wit, was an impoverished gentleman who, after he had failed in a distillery business, turned to all kinds of professions, including politics and tax collecting. Like his eldest sonthere were eventually six more childrenhe had a fine singing voice. Joyce's mother, the former Mary Jane Murray, ten years younger than Stanislaus, was an accomplished pianist whose life was dominated by the Roman Catholic Church and her husband (in that order). In 1909, back in Dublin, he opened a cinema, the Volta, which quickly failed, and signed the contract for Dubliners with the publishers Maunsel & Co, whose proprietor was George Roberts, Roberts' delays and the eventual cancellation of this contract were to frustrate Joyce greatly. He had earlier signed a similar contract with Grant Richards, but that had been cancelled owing to Joyce's refusal to make changes in the interests of what he called "the holy ghost." Joyce was back in Trieste in January 1910, still broke, and still trying to make money in a variety of ways scarcely conducive to his writing: among them. English teaching, tweed salesman, journalist, lecturer.

Each year scholars and lovers of Joyce gather from all corners of the globe to celebrate and analyse the work of this great writer. A unique aspect of the school is the fact that it gives Joycean enthusiasts the opportunity to savour and re-experience his writing in the context of the city which inspired and shaped it. The Summer School meets in Newman House where Joyce attended university and in Boston College-Ireland, both on St Stephen's Green in the heart of Dublin. This unique setting provides the perfect backdrop against which to reflect on Joyce's works and to assess his continuing influence on contemporary fiction in Ireland and elsewhere. The Summer School has run under the Academic Directorship of Professor Anne Fogarty of UCD since 1997. Previous Academic Directors from UCD include Professor Augustine Martin, the founder of the School, and Professor T.P. Dolan.
