HDC Chairman Responds To News Coverage March 8, 2002 (From The Tentacle Editor: The letter below is a copy of an original Letter To The Editor of The Frederick News-Post by Daniel Lawton, chairman of The Frederick Town Historic District Commission. To the Editor: The old adage that you can’t believe everything you read in the paper has certainly been proven this past week. Steve Miller’s front-page article from Tuesday, February 19th “HDC puts brakes on demolition of downtown garage” is full of inflammatory accusations yet strikingly devoid of accurate reporting. The garages at 29 E. Fifth St. do not block access to the rest of the property as stated, nor does their existence prevent the continuation or improvement of off-street parking. It seems that Mr. Miller and his editor think it will sell more newspapers if he portrays the HDC as being against needed parking, but that is simply not true.

Scots in the Civil War and the Army
IN the great Civil War of 1861-1865 Scotsmen were equally prominent on both sides. Ross thinks that possibly fifty thousand Scots served in the Northern armies, but as the volunteer records at Washington do not define nationality this figure may be well below the mark. Of the four field Forrest, Benjamin McCulloch, John B. Magruder, John B. Gordon, John A. Logan, Theodore Roosevelt, Henry W. Lawton, Frederick Funston, and Daniel, George W., Robert L., Alexander McD., Daniel, Jr., Edwin S., Edward M., and Anson G. McCook, all of Scottish blood. The Highland Guard of Chicago was one of the earliest organizations to answer the President’s call in 1861. Its first commander, as was fitting, was a Scot, John McArthur, who was born in Erskine in 1826, and came to the United States when twenty-three years of age. In the Civil War he commanded a brigade at the assault on Fort Donelson, and for his gallantry there was promoted brigadier-general. At Shiloh, in the operations around Vicksburg, and in the battle of Nashville, he rendered conspicuous service to his adopted country and was brevetted major-general. Another regiment of volunteers of Scottish origin, the Seventy-ninth High-landers of New York, rendered distinguished service in the war. Originally a company called "The Highland Guard," with a uniform patterned after that of the Black Watch, it was reorganized in 1861 and enrolled in the Federal service, in which it held the record for "fighting more battles and marching more miles than any other New York regiment." Its colonel during its first service was James Cameron, a brother of Simon Cameron, Secretary of War in the cabinet of President Lincoln. He was killed at the first battle of Bull Run. Among the Scottish officers of this regiment who achieved distinction should be named Colonel David Morrison, a Glasgow man who succeeded Colonel Cameron, Colonel Joseph Laing, Colonel A. D. Baird, and Captain Robert Gair.

Hopkins, a historian from Kalamazoo, Michigan, created these interviews and correspondence as research materials during the preparation of his doctoral dissertation, entitled “An Investigation of the Speech and Statement Preparation Process During the Presidential Administration of Harry S. Truman, 1945-1953.” (Ohio University, 1970). Hopkins was the son of William J. Hopkins, who served as Executive Clerk at the White House during the Truman administration, and who was one of the officials interviewed for the project. What to Expect According to the few remaining “old-timers” in the town of Frederick, from sunrise to sunset, hundreds of thousands of ducks, geese, cranes, blackbirds and shorebirds congregated at Hackberry Flat before it was drained in the early 1900s. It was said that the birds’ squabbling, debating, conversing and arguing could be heard for miles. The Great Plains region in Oklahoma is located within the migratory route known as the Central Flyway and this area in southwest Oklahoma is a known haven for migrating waterfowl and shorebirds. Hackberry Flat is one of the critical links in a series of “refueling” habitats within the Central Flyway which includes Salt Plains and many of the playas in western Oklahoma (see the Playa Lakes and Salt Plains Loop descriptions). Oklahoma boating access projects at all time high Anglers and boaters in Oklahoma have plenty of great destinations to choose from, and thanks to an ongoing Wildlife Department program, gaining access to the water is getting even easier. According to officials with the Oklahoma Department of Wildlife Conservation, (ODWC) there are 14 boat ramp construction or repair projects underway across the state, with another 19 slated to begin in 2007. "Over recent months, we've seen many of our lakes with very low water levels, but this has actually been a great opportunity for us in terms of getting boating access projects completed," said John Stafford, ODWC federal aid coordinator. "Particularly over the past decade, we have been very successful in improving boating and fishing access across Oklahoma. In that time period we have completed literally dozens of projects such as boat ramps, parking areas, courtesy docks, and fish cleaning stations - but we certainly couldn't have built all of these amenities without our partnering cities and other groups.” Through the federal Sport Fish Restoration program, cities and other governmental agencies can apply for matching grants to construct boat ramps and other access projects. Enacted in 1950, the Sport Fish Restoration Act established special federal taxes, called excise taxes on fishing rods, reels and tackle. Anglers ultimately pay these taxes through their equipment purchases. Funds raised directly benefit fisheries management including fish stocking, habitat management, fisheries research, aquatic education programs and boating and fishing access projects.
