An American Ideal
New urban theorists are hard at work designing the town of the future. But Norris, Tennessee, built by TVA nearly 70 years ago, beat them all to the punch. New towns like Seaside and Celebration, Florida, are designed from the ground up to be pedestrian-friendly and to foster a feeling of community. New Urbanists startle their elders with ideas about clustering commercial areas in pods to prevent sprawl along highway corridors. With the help of designer Earle Draper, TVA Chairman Arthur Morgan created a town that still seems forward-thinking today. In many ways Norris, set in the Tennessee hills 20 miles north of Knoxville, is the embodiment of these brave new 21st-century ideals. Norris, the ideal community in the Tennessee hills The immediate purpose of the town was to house the workers building Norris Dam four miles away on the Clinch River. The second purpose, which may have been even more important to Morgan, was to show America that cooperative living works. The houses would be built on a modest and tasteful scale, with an eye to community as much as comfort. In design, they would balance the traditions of the Tennessee Valley (building materials of natural stone and native cedar, and a porch on every house) with modern conveniences. In this rural region, which in 1933 was less than 10 percent electrified, Norris would be fully electric, with ceiling heat and refrigerators.

IT has been found that the frequencies of X-ray induced chromosomal aberrations in the root-tips of Vicia faba at low oxygen tensions is much higher in the presence than in the absence of respiratory inhibitors . The inhibitors were effective only in the presence of oxygen, and their effect appeared to consist essentially of causing the oxygen effect to appear at much lower oxygen concentrations than it does in untreated roots. It was suggested that the chemicals in question enhance the X-ray sensitivity by eliminating an oxygen gradient, which is thought to exist in the roots at low oxygen tensions

    Although the teaching of English to speakers of other languages (ESOL) is a relatively young profession, it is, in reality, quite an old activity. When the Angles and Saxons invaded Britain some 1500 years ago, the two tribes found it easier to teach their own language (which has evolved into present-day English) to the conquered Britons than to learn the Britons' tongue. Until the time of World War II the teaching of English was rather hit or miss in the United States. Most immigrants found the lack of ability to speak English an occupational as well as a social and psychological handicap. Instruction in English for adult immigrants was provided in Americanization schools for those who wished to enroll, while public school children were required to do their studies in English with no extra help. There was no concentrated effort to aid non-English speakers. In 1940, the first teachers of English as a foreign language were enrolled at the University of Michigan in a training program that was based on structural or descriptive linguistics. At about the same time in the Army Language School, the analysis of a variety of languages and their contrasts with the English language added to the expansion of the evolving field of linguistics. These developments in the study of languages, including the English language, gave impetus to the inauguration of programs in linguistics at colleges and universities. General linguistics programs often included classes or areas of concentration in applied linguistics which, at that time, were mainly programs of preparation for teaching English to speakers of other languages.

The Norris Volunteer Fire Department was founded in 1962 by men from your neighborhood, who dedicate their time and experience to provide fire protection for your family and business. These people bring a multitude of talents on behalf of the townspeople they serve and have all chosen to protect your home without any compensation.
    MISSION STATEMENT
    The Norris Fire Department consists of a group of volunteers who strive to protect and improve the well being of the citizens of Norris by providing prompt and professional fire suppression and prevention services, to train and remain current on the standard fire fighting methods, to educate the public on fire safety and to promote the good image of the fire department and the town of Norris.
