He was a member of the Great Coalition government in the Province of Canada that secured Confederation between and . He became a leading figure in the creation of the Coalition when he was asked to become Prime Minister of the Canada East-West by then Governor General Sir Edmund Head. Doubting his own ability to demand the loyalty of the majority of Members of the Provincial Parliament, he turned down the position, but recommended that George Etienne Cartier and John A. Macdonald be asked to become co-leaders of the new government. (Skelton,1920) In return, Cartier and Macdonald asked him to become Inspector-General of Canada. He accepted the post on the condition that Macdonald and Cartier made Confederation a key platform in their new government. In 1858, Alexander Tilloch Galt made a motion in the Provincial Parliament at Kingston recommending that the Province of Canada ask the British Government to create federal union of British North America (Canada East and West, Prince Edward Island, Newfoundland, New Brunswick, and Nova Scotia) and Rupert's Land (owned by the Hudson Bay Company). The motion succeeded and Alexander Galt, John Ross, and Sir George Etienne Cartier went to London to begin the long process of convincing the British to make British North America into the first sovereign Dominion within the British Empire. (The British Empire was reformed into the Commonwealth of Nations in the 20th Century. Twenty-first Canada remains fully sovereign constitutional monarchy within the Commonwealth of Nations.)

Home A B C ... Sutherland, Robert St Andrew's Presbyterian Church. This church at the corner of Princess and Clergy Streets played an important role in Queen's early history. It was the main presbyterian church in Kingston in the 19th century and was thus a natural gathering place for the university's founders. When Presbyterian leaders from around Upper Canada decided to found the university in 1839, the site of that important meeting was St Andrew's; and the first meeting of Queen's Board of Trustees also took place at the church in 1840. The university's royal charter of 1841 recognized St. Andrew's importance by stipulating that Queen's must be located no further than three miles from the church. There was an intimate relationship between Queen's faculty and St Andrew's leaders for decades, most obvious between 1846 and 1853 when the Rev John Machar was both principal of Queen's and head of the church. The church was originally built in 1820, but burned down in 1888. The present church dates from 1890. St Lawrence Building.

Proactive Disclosure Laurier House National Historic Site of Canada II: Setting the Scene: Immigration: 1896-1947 An Overview National and international factors combined to produce the flood of immigration to Canada between 1896 and the outbreak of World War I in 1914. As world trade recovered from the depression of the 1880s and middle 1890s, the demand and prices for foodstuffs increased in Great Britain and Western Europe. For most of the century, the U.S. had been regarded as the land of opportunity. However, by 1890 its good free lands had been occupied, and the tide of immigration turned northward to the Canadian West. Dry-farming methods and faster maturing strains of wheat, which had been developed in the U.S., were ideally suited to the low rainfall and short growing season of the prairies. Transportation for settlers and their products was available on the Canadian Pacific Railway, and the presence of the North West Mounted Police ensured the preservation of law and order. The majority of immigrants during this period were English-speaking and came from the U.S., Britain, and Ontario. There was also a sizable minority from Germany, Scandinavia, Russia, Ukraine, Austria, Poland, and Italy, along with some 40,000 Asians, mostly Chinese. Sifton was criticized for introducing new elements into the Canadian population that would upset the cultural balance. Nonetheless he defended his interest in the stalwart peasant of central Europe who would make the prairie sod productive and the Canadian West one of the great wheat granaries of the world. During the years 1896 1914 there were few restrictions against Caucasian immigrants. Conversely, however, non-white immigrants- Japanese, East Indian, and especially Chinese- were the victims of discriminating legislation.
