In 1199, King John granted the Leper Chapel at Steresbrigge in Cambridge dispensation to hold a three-day fair to raise money to support the lepers. The first such fair was held in 1211 around the Feast of the Holy Cross (14 September) on the open land of Stourbridge Common alongside the River Cam The fair's location, with the river allowing barges to travel up the Cam from The Wash , and near an important road leading to Newmarket , meant that the fair was accessible to a large population. Despite its proximity to Cambridge, the charter prohibited anyone from imposing taxes on the commerce there. During its history the fair was variously spelled "Stir-Bitch", "Stirbitch" and "Sturbridge", with its name derived from the "Steer Bridge" (i.e. a bridge for oxen), where the road to Newmarket crosses a small river that enters the Cam just to the east of the common (the name "Sture" or "Stour" now given to this river is a back-formation).

George Henry Law (12 September 1761 – 22 September 1845) was the Bishop of Chester (1812) and then, from 1824, Bishop of Bath and Wells He was the son of Edmund Law Bishop of Carlisle Law was educated at Hawkshead Grammar School and at Queens' College, Cambridge , where he was second wrangler His main claim to fame was the way in which he introduced a systematic and rigorous training system for parish priests. He founded a theological college at St Bees in Cumbria . There had been once been a monastery at St Bees, but since the dissolution in 1539 many of the monastic buildings had disappeared and chancel stood roofless when Bishop Law visited Whitehaven in . He was short of good clergy for the diocese, which included Lancashire , and was at that time the powerhouse of the industrial revolution. The consequent growth in population increased the demand for clergymen. Up until Bishop Law's college, training for clergy was haphazard. Most were ordained on the strength of a degree from Oxford or Cambridge , whilst some were ordained after individual instruction from a member of the clergy. Resulting clergy were variable and did not meet a reliable standard. Law was determined to improve the supply situation so when Law visited Whitehaven and met the influential
