    Why do we use economics in environment policy?
    The main reason is that in our society the environment has become a scarce resource. Since economics is about how to deal with scarce resources, it can often be useful when tackling environmental problems. One way of using economics is to ensure that the costs and the benefits of environmental measures are well balanced. Although it is difficult to estimate costs and benefits, there is an increasing demand that this is done before environmental policy is decided on a European level. With the use of market-based instruments, environmental goals can sometimes be reached more efficiently than with traditional command and control regulations. Economic and environmental objectives are often perceived as being contradictory. It is believed that a choice must be made between one and the other and that both cannot be achieved concurrently. Resources ENVIRONMENTAL AND ECOLOGICAL ECONOMICS Environmental economics is a concentration within the traditional field of economics that focuses on modern environmental issues. Economics is about finding the right balance between how many products can be sold and how much products and services should cost (supply and demand); environmental economics is about trying to balance the needs people have for products and services with the necessity of protecting natural resources and the environment. Many environmental economists today are taking a more ecological and holistic approach to traditional economic theories, creating two different fields in this subset of economics: environmental economics and ecological economics. Environmental issues have broad social, cultural, and political implications beyond those found in standard economic theory. Environmental economists take these complex and inter-related issues into account when making economic policy with concern for more than basic supply and demand, profit-maximization. Environmental and ecological economists consider the exhaustibility of natural resources, the environmental and health benefits of alternative fuels, and the long-term costs of remediation in economic equations. They hope to make decisions that are sustainable, and ecologically and socially sound.

    Consumption or Wealth?
    The theory that human labor is the source of wealth has led us to believe that more people can always make more wealth, as if resources are unimportant. That was true when human labor was the weakest link in the chain of production before machines multiplied our labor power. After the industrial revolution, the old value of frugality still limited consumption to what was really necessary. With that low level of consumption the automation of production created unemployment. We chose to cure that unemployment by replacing grandpa's frugality with consumer waste. Full employment requires that we consume all that full employment can produce, even if that's more than we want or need. The consumer economy is benefited by unrepairable goods, planned obsolescence, throw-away living, and war. It seeks increased consumption to make jobs, but an efficient system cannot develop so long as we make growing consumption our goal.
    We have lost sight of the goal of economic activity.
    Our goal should be to provide goods and services. Any work that may be involved is just a means to that end. The consumer economy is not designed to make people wealthy; it is designed to make people consume more. If consumption means "use-up" then we could say that our wealth is approximately all that we ever acquired minus all that we ever consumed.
    Consuming All We Can Produce
    An efficient economy would produce all the goods we need, in contrast to our consumer economy that seeks to consume all the goods we can produce. Without the use of demand stimulation, war, and other methods of increasing waste, there would be a shortage of paid work in any automated economy.     Environmental economics will help you understand some important and controversial issues - such as climate change policy, nuclear power, recycling policy, and traffic congestion charging. This is an exciting field of economics to study, and very much at the heart of many public debates and controversies. Professor Stephen Smith , University College London In very broad terms, environmental economics looks at how economic activity and policy affect the environment in which we live. Some production generates pollution - for example, power station emissions can cause acid rain and also contribute to global warming. Household consumption decisions too affect the environment - for example, more consumption can mean more waste sent to polluting incinerators or garbage dumps.
    Image by Tara Kapulan on Flickr But pollution is not an inevitable consequence of economic activity - governments can require polluting firms to reduce their emissions, and can encourage people to change their behaviour, for example by levying taxes on polluting goods. Generally, though, these measures will involve some costs, such as the cost of installing pollution control equipment. So there is a tradeoff: a cleaner environment, but economic costs. The central questions in environmental economics concern this tradeoff: (1) If environmental protection is costly, how much should we spend on pollution control? Is it worth reducing pollution to zero, or should we accept some level of pollution because of other benefits associated with it?
