    An Environmental Impact Assessment (EIA) is an assessment of the likely human environmental health impact, risk to ecological health, and changes to nature's services that a project may have. The purpose of the assessment is to ensure that decision-makers consider environmental impacts before deciding whether to proceed with new projects.
    As the name implies, it is a technique for assessing the environment. It is done with regard to development projects. Environment' comes from the French word for surroundings. All projects affect their surroundings. If they produce an improvement (better views, less pollution, more wildlife) we are all pleased to note the beneficial side-effect' or positive externality' or positive environmental impact'. If, as happens more often, the affect on the environment is harmful, society has a right to protest - and a need to employ environmental designers.
    There are two main types of legislation which are used to regulate the impact of projects on the environment:

This website is mainly concerned with formal Environmental Impact Assessment , which was first developed in the early 1970's in the United States. Since then many countries have adopted and refined a formal system for environmental impact assessment wihtin their statute books. For instance the member states of the European Union have included the EIA requirements that are set in two EU directives within their legal framework.
    The purpose of an Environmental Impact Assessment (EIA) is to provide a recognised and replicable process to identify the potential environmental effects ao certain development types. An Environmental Statement (ES) contains the findings to the EIA process. The Environmental Statement an its supporting technical literature is used to assist the determining authorities in their consideration of the likely effects on the environment resulting from the development. It therefore informs their decision on whether a development should be approved and if so, what additional controls and conditions will be placed on that development.
    Although this website is currently providing EIA information from a UK perspective, we feel that much of the information can be used to inform environmental impact assessments that are crried out under other legal frameworks. We do anticipate that as the site develops specific details of EIA processes under other legal frameworks will be added to the site.

Of late, ad-hoc decisions for industrial development have led to an adverse impact on the local environment at costs which are much higher than the benefits actually accrued. In view of the deteriorating environmental conditions in and around industrial townships, it has become necessary to account for the environment while planning for such areas. Environmental Impact Assessment (EIA) is a relatively new planning and decision making tool first enshrined in the United States in the National Environmental Policy Act of 1969. It is a formal study process used to predict the environmental consequences of any development project. EIA thus ensures that the potential problems are foreseen and addressed at an early stage in project planning and design. Environmental Assessment is taken up in this exercise as a rapid assessment technique for determining the current status of the environment and identifying impact of critical activities on environmental parameters.     Environmental Assessment
    Environmental assessment is a procedure that ensures that the environmental implications of decisions are taken into account before the decisions are made. Environmental assessment can be undertaken for individual projects, such as a dam, motorway, airport or factory, on the basis of Directive 85/337/EEC, as amended (known as 'Environmental Impact Assessment' – EIA Directive) or for public plans or programmes on the basis of Directive 2001/42/EC (known as 'Strategic Environmental Assessment' – SEA Directive). The common principle of both Directives is to ensure that plans, programmes and projects likely to have significant effects on the environment are made subject to an environmental assessment, prior to their approval or authorisation. Consultation with the public is a key feature of environmental assessment procedures. The Directives on Environmental Assessment aim to provide a high level of protection of the environment and to contribute to the integration of environmental considerations into the preparation of projects, plans and programmes with a view to reduce their environmental impact. They ensure public participation in decision-making and thereby strengthen the quality of decisions. The projects and programmes co-financed by the EU (Cohesion, Agricultural and Fisheries Policies) have to comply with the EIA and SEA Directives to receive approval for financial assistance.     Summary
    The Structure of the Environmental Profession
    This position statement is confined to those elements of EIA that are relevant to the ecological profession. The following recommendations are intended to apply primarily in situations where specialist ecological input is justified to address issues that cannot be assessed adequately using commonsense judgement. However, elements of this position statement may be applicable in other situations where assessment is undertaken by general practitioners who may have well developed ecological knowledge without regarding themselves as specialists. Projects differ widely in the nature of their ecological impacts and the skills of the personnel involved. A flexible approach is essential in determining how these recommendations should be applied to each situation.
    Previous Recommendations by the ESA
    Over the past 20 years, there has been much concern over the standard of science in Environmental Impact Statements (EIS). In order to establish some quality control a "Draft Policy Position of the ESA on the Relation of Professional Ecologists to the Environmental Impact Assessment Process" was proposed by Prof. Westoby in 1979 (ESA Bulletin 9(2)). A revised draft policy was published in 1980 (ESA Bulletin 10(1)), preparatory to a vote at the 1981 ESA Annual General Meeting. At this meeting three out of eight proposed policies were passed (ESA Bulletin 11(2)). These policies state that:

    - to take regard to the pledge of the European Union citizens to save the Baltic Sea, which is mare nostrum for some 85 million people and should remain such for the future generations;
    1.EIA of the NEGP project must be independent of companies and Governments directly involved and interested in the construction of the pipeline; this is the only reliable way to ensure objectiveness of the EIA and that all questions of concern will be answered fully;
    2. EIA must be in full compliance with the international and EU standards; it must include all possible alternative onshore route options.
    Environmental and geopolitical concerns mix in EP objections to Nord Stream project
    The 8th of July, 2008. The planned Nord Stream pipeline along the seabed of the Baltic Sea worries MEPs for both environmental and geopolitical reasons. In a report adopted by 542 votes in favour, 60 against and 38 abstentions, the EP calls on Commission and Council to be more actively involved in evaluating the potential environmental impact of this gas pipeline. The report responds to two petitions by Polish and Lithuanian environmental associations who fear that the planned pipeline could harm marine eco-systems. As one of the infrastructure projects selected under the EU Trans-European Energy Networks (TEN-E) initiative, the Nord Stream submarine pipeline, which would directly link up Germany and Russia, is the subject of an own-initiative report by Petitions Committee Chair Marcin Libicki (UEN, PL).
