Environmental Impact Assessment (EIA) is the term applied to the systematic examination of the likely impacts of development proposals on the environment prior to the beginning of any activity. The actual term is derived from Section 102 (2) of the National Environmental Policy Act (NEPA) of 1969 which marked a turning point in environmental legislation in the United States. For the first time those proposing to undertake certain projects had to show that their projects were not going to significantly affect the environment. They had to produce what is called an Environmental Impact Statement (EIS) to show the nature and scale of their project, the affected environment, and the likely impacts and measures taken to reduce/monitor these impacts.
DEFINITION AND SCOPE OF EIA
In principle, EIA should apply to all actions likely to have a significant environmental effect. The potential scope of a comprehensive EIA system is considerable and could include the appraisal of policies, plans, programmes and specific projects.

The FRA begins the process of considering the environmental impacts of a proposed action and consultation with appropriate Federal, State, and local authorities, and with the public at the earliest practical time in the project planning process. Complete environmental impact assessment depends upon the concept and design of the proposed project or action. Information on current environmental reviews as well as technical guidance is available on this website. FRA conducts environmental reviews according to FRA's Environmental Procedures. FRA complies with all applicable environmental review laws and regulations. Environmental reviews consider reasonable alternatives to the proposed action, including "no action," and potential mitigation measures. Relevant environmental impacts are identified and discussed. The FRA encourages broad participation during scoping and review of draft environmental documents. In addition to publication of notices in the Federal Register, FRA makes efforts notify the affected public. FRA provides documents to persons and organizations who express an interest in an environmental review and makes most information available through this web site. Environmental impact assessment is used to integrate environmental management with the approvals process for proposals. Environmental impact assessment is intended to:
  • ensure that proponents assume primary responsibility for protection of any environmental values that may be affected by their proposals; address environmental management for the expected life of proposals; contribute to statutory decisions on whether a proposal should proceed, and if so, decide what environmental management and monitoring conditions should apply; and where legislation allows, incorporate community and stakeholder views in assessment and decision-making processes.

EIA [Me] A process that since the mid 1970s has been developed and increasingly applied to large and medium-sized development proposals whereby technical studies are undertaken in order to predict the likely impact that the scheme will have on the local, regional, and global environment. The aim is to better inform the decision-making process, allow alternative proposals to be compared, and, where appropriate, promote the development of acceptable mitigation measures. EIA was first applied widely in the USA ; it was made a legal requirement for certain types of scheme in Europe following a European Community Directive issued in 1985.     FER Home Environmental Impact Assessment Our environmental impact assessment area teaches people, communities, companies and governments how to follow sound natural resource management practices when developing new residential, commercial and recreational areas. The Department of Forestry and Environmental Resources (FER) supports sound environmental impact assessment practices by educating students and industry professionals and conducting original research that uncovers new ways to measure environmental impact.
