    Article 1
    This Act is formulated to prevent and mitigate the adverse impact of development activity on the environment in order to achieve the goal of environmental protection. The regulations of other laws shall apply to those matters not regulated by this Act.
    Article 2
    The competent authority referred to in this Act means the Environmental Protection Administration, Executive Yuan, at the central government level, the municipal government in special municipalities and the county or city government in counties or cities.

    M ARINE ECOLOGIST AND ENVIRONMENTAL CONSULTANT Seagrass, Coral Reefs, Mangroves, Fisheries, and Water Quality Dr Richard Unsworth M.Sc B.Sc CMarSci Chartered Marine Scientist (IMarEST) I am a senior lecturer in ecology based at the University of Glamorgan in South Wales where I teach on the successful degree program in International Wildlife Biology . I have a specialist knowledge of habitat connectivity, seagrass ecosystems and tropical marine ecology. Recent research work has included studies on seagrass environmental dynamics, seagrass as bioindicators, and ocean acidification in tropical marine environments. I am currently developing research collaborations with Queensland Government, James Cook University and the University of Bangor. Previously I worked as a consultant for Sinclair Knight Merz (SKM) on large marine development projects. Recent consultancy projects include Environmental Impact Assessments for a power station in Indonesia, Port Expansions in Western Australia, and road developments in Queensland. Current research interests include the impact of climate variability on seagrass ecosystems, ocean acidification and seagrass, habitat connectivity between seagrass reef and mangroves, the economic and social value of seagrass meadows, coral disease dynamics in the Indo-Pacific, and the habitat value of seagrass to caridean shrimp.

      This course gives students practical experience of all aspects of conducting an EIA and the preparation of an Environmental Statement. It is intended to equip students with the skills necessary to effectively implement a range of environmental survey techniques, with particular emphasis on those applicable to Environmental Impact Assessment. The emphasis will be on an examination of case studies, and practical experience of survey and monitoring methods. The course culminates with a preliminary scoping study/EIA of a real-life development project.
      Aims
      Environmental Impact Assessment (EIA) can be described as a decision-making tool, a legislative instrument and a formalised environmental management process. It exists to enable precautionary measures to be incorporated into project and policy planning for the protection of environmental and human systems prior to major decisions being taken and commitments made.
