There are four factors that determine whether or not a substance is hazardous: U.S. environmental laws (see Resource Conservation and Recovery Act ) additionally describe a "hazardous waste" as a waste (usually a solid waste) that has the potential to:
  • cause, or significantly contribute to an increase in mortality (death) or an increase in serious irreversible, or incapacitating reversible illness; or pose a substantial (present or potential) hazard to human health or the environment when improperly treated, stored, transported, or disposed of, or otherwise managed.
These wastes may be found in different physical states such as gaseous, liquids, or solids. Furthermore, a hazardous waste is a special type of waste because it cannot be disposed of by common means like other by-products of our everyday lives. Depending on the physical state of the waste, treatment and solidification processes might be available. In other cases, however, there is not much that can be done to prevent harm.

In addition to releasing gases and particles into the atmosphere, humans produce waste that is dumped on the environment. Often, this waste is hazardous and dangerous to both nature and human life. The levels of dangerous wastes continue to grow. Industries and individuals continue to be largely unaware of this major environmental problem. As a result, many people and industries are failing to prevent the creation of hazardous waste or to limit the negative effects it produces. Individuals often throw out goods without realizing that they are headed for a landfill and could be dangerous for the environment. No matter where people put these hazardous waste materials, there is always a chance that they could find their way into the ground, and eventually into our bodies. Corporations usually want to avoid the costs associated with having to limit creation of hazardous waste. Consequently, they build landfills on site and fill them with waste, or sometimes pay to have their waste removed. Often, hazardous materials are transported to areas that accept money to take the waste. It may prove very difficult to reduce hazardous waste in the future. Unlike many other environmental problems, waste creation is something people do not often think about.

What is Household Hazardous Waste?
You probably have some form of household hazardous waste in your home. These waste materials include many common products such as:
  • Oil based paints Paint thinners and solvents Brake fluid and antifreeze Used motor oil Car batteries Pesticides/herbicides Photographic chemicals Unwanted fuels (gasoline, kerosene)
When disposed of improperly, these materials can harm our ground water and pose a threat to our sanitation workers. To eliminate the damage that these products may do to our air and water quality, we must manage our household hazardous materials.
How do I get rid of it?
Oil and Antifreeze You may recycle your USED MOTOR OIL and USED ANTIFREEZE at the Public Works Facility located at 305-307 First Street. Each receptacle is labeled as to its contents. Please pour these liquids into the proper receptacle. Please do not dispose of empty motor oil and antifreeze containers in your household trash container or recycling bin. These containers must be disposed of as hazardous waste. Paint Empty or completely dried up LATEX PAINT CANS can be collected by Public Works crews as a Residential Special Pickup. Please call us to make arrangements for a collection. OIL BASED PAINT CANS cannot be collected in this manner. These are considered hazardous waste material.

The mobile collection unit will resume services in Spring 2011. Paint and electronic scrap will no longer be accepted at the mobile events. Please contact your local Solid Waste Departments for collection and recycling guidance. If you are a resident of Knox Hamilton Davidson , or Shelby Counties, you may take your HHW to the permanent collection site located in your county. What is HHW?
HHW is as any unwanted or spent household product that can catch fire easily (flammable), eat away at or irritate living tissue (corrosive), react violently with water or other chemicals (reactive), or is poisonous to humans and animals (toxic). Usable household products may exhibit hazardous properties but until they become a waste they are not appropriate for the mobile household hazardous waste program.
