African politician, the U.N. Secretary for Ghana. Kofi Annan received the Nobel Peace Prize on 12/10/2001 and has done much to infuse the United Nations with greater sense of purpose, even empowering it to fulfill its mission to humanity. His lecture was inspiring: ... The first Secretary-General to be elected from the ranks of United Nations staff, he began his first term on 1 January 1997. Annan wants action to be conducted under UN auspices
By the BBC's UN correspondent Greg Barrow United Nations Secretary General Kofi Annan has urged the international community to respond to the attacks on the World Trade Center and the Pentagon by using the UN as the natural forum to build a universal coalition against terrorism. He said the tragic events of 11 September struck at everything the UN stood for.
So let us respond by reaffirming the rule of law on the international as well as a national level
Kofi Annan Mr Annan was speaking during a gathering at the UN General Assembly, which is being held at a lower level due to the continued strain on security services in New York. In a speech to the General Assembly, Mr Annan said the UN should play a central role in the global fight against terrorism. He urged UN member states to respond to the attacks by strengthening international peace and security and by cementing ties between nations rather than subjecting them to new strains.

Afghan refugees mass at the Pakistani border
Pakistan has said it will not open its border with Afghanistan to new refugees despite a plea by UN Secretary General Kofi Annan.
America has no reason, justification or evidence for attacking
Mullah Mohammad Omar Only those Afghans with valid documents will be allowed into the country, officials said, citing security concerns. In Kabul, the Taleban's supreme leader Mullah Mohammad Omar urged Afghans who had fled their homes to go back and said the possibility of a US attack had decreased. "Therefore, all those [Afghans] who have been displaced internally or externally are instructed to return to their original place of residence," he said. Pakistan's refugee minister Abbas Sarfraz Khan said the authorities would consider reopening the border if there was a humanitarian crisis.
Smuggled weapons seized at the border
The BBC's Susannah Price, in Islamabad, said Mr Khan did not go into details but said a US attack might trigger a huge wave of refugees.

    LETTER DATED 15 DECEMBER 1998 FROM THE SECRETARY-GENERAL ADDRESSED TO THE PRESIDENT OF THE SECURITY COUNCIL I have the honour to submit for your consideration reports from the Director General of the International Atomic Energy Agency (IAEA) dated 14 December 1998, and the Executive Director of the United Nations Special Commission (UNSCOM) dated IS December 1998, concerning their work In Iraq, as called for in the letter to me from the President of the Security Council dated 30 October 1995. The reports cover the period Since 17 November 1998. The report from IAEA states that Iraq "has provided the necessary level of cooperation to enable the above-enumerated activities to be completed efficiently and effectively. The report from UNSCOM includes material that relates to issues prior to l7 November 1998. With regard to the period since then, the report presents a mixed picture and concludes that UNSCOM did not enjoy full cooperation from Iraq. In the light of the findings and conclusions contained in the reports, taken together, the Council may wish to consider three possible options:
