History of Organization
Founding. Gustave Rolin-Jaequemyns, a Belgian jurist and editor of the , provided the initiative for the founding of the Institute of International Law (L'Institut de droit international). In the aftermath of the Franco-Prussian War (1870-1871), he entered into correspondence with some other leading jurists who were also beginning to consider ways of establishing collective scientific action for the promotion of international law - inseparable, in their opinion, from the promotion of peace. In September, 1873, he assembled ten eminent jurists for meetings in the town hall of Ghent: Tobias Asser
The Institute of International Law is a purely scientific and private association, without official character, whose objective is to promote the progress of international law by: formulating general principles; cooperating in codification; seeking official acceptance of principles in harmony with the needs of modern society; contributing to the maintenance of peace or to the observance of the laws of war; proffering needed judicial advice in controversial or doubtful cases; and contributing, through publications, education of the public, and any other means, to the success of the principles of justice and humanity which should govern international relations.

The Work of the Institute of International Law
On behalf of the Institute of International Law, whose president I have the honor to be, I would first of all like to express our deep gratitude to His Majesty for honoring this opening of the twenty-seventh session of the Institute with his presence. I also beg to be allowed to convey our sincere thanks to the Minister of Foreign Affairs for assuming the chairmanship of this session, and to the members of the diplomatic corps, to the Norwegian authorities, and to their ladies who have come here at our invitation. We see this large and distinguished gathering as a sign of sympathy not only for the Institute but also, and perhaps above all, for the ideas which it seeks to promote.

Foreign Affairs College, Beijing
The College of Foreign Affairs was created in 1955 out of the Diplomacy School of the People's University of China. It was closed in 1969 and reactivated in 1980. It is run by the Foreign Ministry of China rather than by the Education Ministry or the Justice Ministry. The following information was current as of 1988. Undergraduates can get a double B.A. by studying 4 years of English, French, or Japanese and 2 years of international law, international relations, or international economics. There are M.A. programs not only in international law, but also in English, French, history of PRC external relations, and international economic relations. The international law graduate program runs on a three-year, non-overlapping cycle. That is, a new graduate class starts every three years, not every year. There are also some inservice training programs run by the college. The college is very small by Chinese standards. There are about 1000 resident students, plus night language students. In addition to the Department of Professional Studies, 2 Departments of Foreign Languages, and a Department of Inservice Training, there are 2 institutes, an Institute of International Relations in addition to the Institute of International Law. Of the 196 faculty members, 64 are professors and associate professors, 60 are lecturers, and the rest are teaching assistants, assistant professors, or tutors. These terms may not correspond well to our terms. There are about 10 foreign professors or teachers at the college, about half from the U.S.

An outgrowth of his experience as the Regional Advisor for Central Asia of the Office of the United Nations High Commissioner for Human Rights, Rein Müllerson's is a rich, interesting and valuable book about Central Asia and beyond—human rights and democracy, State building, globalization and international relations in general. It is a book that is of immense value to anyone interested in these issues or having to deal with them in their work, whether scholars or statesmen. Missions civilicatrice in Central Asia: then and now”, analyses the pros and cons of the old “ mission civilicatrice ” that the Westerners mounted in this area in the past and the present UN human rights diplomacy in this area, and how these efforts may have contributed to the wellbeing of the people there. Chapter VII, “Promoting elections while suppressing liberties: the Central Asian way?”, addresses the issue of democracy and how efforts are being made to improve the political system and life in the area. The last section, “Instead of conclusions: from an African village to a global village—a roadmap for humankind?”, probes how the interrelated trends and ideas constitute part of and impact on the process of globalization in the world and in Central Asia.

About the Institute Who We Are IIEL Fellowships Research ... Contact Us The Institute of International Economic Law (IIEL) at Georgetown Law facilitates thoughtful and scholarly research on a broad range of subjects that concern the law of international economic activity. The IIEL was created at Georgetown Law in 1999, under the direction of Professor John H. Jackson IIEL Fellows Program , which fosters scholarly research and provides a forum for discussion of current issues, including those related to the World Trade Organization (WTO). Each year, the IIEL appoints a small number of outstanding students, visiting researchers and visiting scholars as IIEL Fellows. The Fellows are involved in research projects and a weekly luncheon seminar that attracts well-known scholars and practitioners as speakers. The IIEL awards a Certificate in WTO Studies to Georgetown Law students who fulfill special course requirements on WTO related issues, as a complement to their LL.M and J.D. degrees. The IIEL also offers an annual Academy of WTO Law and Policy , which is a week-long, non-degree professional development course on the legal obligations and policy underpinnings of the WTO and its agreements. The Academy is designed to help governments, educational institutions and others build the capacity to take advantage of the multilateral trading system.
